Garbage/Clutter Homes & General Maintenance
Lastly, the July 6, 2010 Council work session memo identified garbage/clutter homes and general
maintenance as issues in the community affecting housing stock. These issues still exist, however the
City’s Code Compliance Inspector’s job entails working with homeowners to correct these issues. If
there is a garbage/clutter home City staff usually collaborates with the County to ensure it is cleaned up
to the point the occupants and emergency responders have proper ingress and egress. Regarding
general maintenance concerns, staff utilizes the nuisance code to resolve exterior issues, such as tall
grass, weeds, junk/inoperable vehicles, parking violations, junk and debris, etc. Staff addresses these
issues on a complaint-basis and generally is successful in resolving these issues 99% of the time. Staff
would note that certain complainants have an unrealistic expectations on yard and exterior
maintenance levels, so sometimes complaints are received that staff determines isn’t legitimate.
Existing codes provide adequate resources for staff to deal with these issues.

Attachments
Webpage of Housing Resources
A Remodeling Planbook for Post-WWII Houses
December 6, 2015 Market Value Trend Analysis
