The City currently engages in numerous efforts that impact housing conditions in New Brighton. Most of
these initiatives are summarized in the Housing Chapter of the Comprehensive Plan (attached) and are
listed below:

Single Family
Nuisance Code implementation
Housing Code implementation
Direct access to MHFA, CEE, and Ramsey County programs
Provide support to Metro HRA on implementing Section 8 inspections

Multi-Family
Nuisance Code implementation
Housing Code implementation
Crime-Free Multi-Family Housing Coalition – Licensing & Inspection w/Public Safety
Direct access to MHFA, CEE, and Ramsey County programs
Provide support to Metro HRA on implementing Section 8 inspections

Affordable Housing
Business Subsidy Policy
TIF
Tax Abatement
Participation in Met Council Livable Communities Program

Public Infrastructure Improvements
Comprehensive Street Reconstruction Map/Program

Staff can provide additional information about these efforts at the meeting. The Housing Chapter of the
Comprehensive Plan is being updated, so any feedback can be incorporated into the updated chapter.
While not a City program or initiative, it seems appropriate to also note the school district seems to be a
big asset in maintaining a strong housing stock.

The objective of the August meeting is to: 1) review existing housing programs, especially what is
already available to New Brighton residents, and determine if there are ways the City can/should
supplement and 2) review and understand existing economic development initiatives already in place
related to housing. Regarding these two objectives, the Commission should consider: 1) whether or not
to recommend the Council move forward on a specific housing program, and 2) determine, based on
existing housing initiatives, if there are additional efforts that could strengthen local housing stock. Of
course, after reviewing this information, the Commission may also decide to do nothing.

Staff looks forward to a productive discussion!

Attachments
Updated Housing Programs Spreadsheet
July 2017 Memo from Lauren Wheeler RE Notes on Housing Revitalization Programs
Examples of various housing programs specifics
Housing Chapter – New Brighton Comprehensive Plan
