Commissioner Murlowski was of the opinion the City was already doing a great job on its housing
options.

Commissioner Garcia-Perez understood the aging population would like one-level homes or senior
housing in order to allow them to age within the community. Gundlach stated the Met Council has
recognized affordable housing for low and moderate income individuals as a crisis in the metro area.
She commented on the level of assistance these projects need in order to be viable. She stated single
level living was simply too expensive to build and provided further comment on the City’s business
subsidy policy, which could be a future avenue of providing City assistance to projects.

Commissioner Carter believed the City has done a good job creating policy that was inclusionary while
also developing a variety of housing types.

Chair Zisla agreed the City was doing its part.

Commissioner Allen questioned how the City could get the word out on the programs that were
available. Gundlach estimated she receives one phone call a month or less regarding housing concerns.
She explained she was unsure if more marketing was necessary. She did recommend more
communication be conducted between the City and the multi-family housing managers on what
programs were available.

Commissioner Benke suggested renters be provided with a copy of the City’s newsletter in order to keep
them informed on City programs.

Commissioner Allen recommended the City be open to working with developers that were proposing
low income or affordable housing given the growing need. Gundlach discussed the difficulty the
Korean Church site would have in gaining necessary tax credits for affordable housing based on its
location.

Commissioner Murlowski supported the City pushing its current housing programs and did not feel the
need to create new ones.

Chair Zisla recommended the EDC draft some specific statements regarding recommendations on the
types and styles of housing the City would like to see going forward, along with goals for affordable
housing keeping in mind the objectives within the Comprehensive Plan.

Open to Business Mid-Year Activity Report - Informational
Gundlach reviewed the mid-year activity report from Open to Business with the Commission.

Commissioner Garcia-Perez stated she has heard positive feedback from the public on Open to Business.
Gundlach stated services were starting to pick up now that businesses were becoming aware of this
service.

Adjourn
The meeting adjourned at 9:04 am

Respectfully submitted,
