<br />RESOLUTION NO. 96-027 <br /> <br />State of Minnesota <br />County of Ramsey <br />City of New Brighton <br /> <br />RESOLUTION ESTABLISHING THE 1996 CUSTOMER CHARGES FOR THE UTILITIES <br /> <br />Whereas, the City operates Water, Sewer, and Stonnwater Utilities; <br />Whereas, in establishing the customer fees it is also preferred that these fees be reviewed periodically; <br />Whereas, the review for 1996 operations has been completed; <br /> <br />Now, therefore be it resolved that: <br /> <br />1. The consumption and system fees for water and sewer shall be as shown on Attachment A. <br />2. The minimum quarterly system fee shall be $2.38 for water and $2.24 for sewer. <br />3. Winter quarter water usage shall detennine the consumption fees for sewer and the system fees for both water and <br />sewer. <br />4. The winter quarter shall be defmed as the water used during: <br /> <br />District #1 - November, 1995 through January, 1996 <br />District #2 - December, 1995 through February, 1996 <br />District #3 - January, 1996 through March, 1996 <br /> <br />5. If a residential customer's water service is not metered by the City then the winter quarter fees shall be based on <br />consumption of 20,000 gallons per quarter. For all other accounts, their fees shall be set at the .~verage for similar <br />occupant types. <br />6. If no usage data is provided then the winter quarter fees shall be prorated based on the actual readings available. <br />7. For a new residential account which did not exist at the time ofthe winter quarter, then their system fees and sewer <br />consumption charges shall be set at a minimum of20,000 gallons per quarter. For all other new accounts, their fees <br />shall be set at the average for similar occupant types. <br />8. Whenever user charges prescribed by this Resolution remain unpaid as of the due date, a fee often percent (10%) <br />shall be charged on the unpaid balance. The fee shall be cumulative. <br />9. The charges for miscellaneous items, such as meters, repair work, and special services shall be equal to an amount <br />which penn its the City to recover the costs associated with the item. <br />10. A non-refundable fee of$15. per quarter per meter shall be charged when actual usage is not obtainable from the <br />water meter. <br />11. A charge for estimated water usage shall be billed when actual usage is not available.
