Councilmember Burg reported she was happy to be serving as the Council liaison for the coming year. <br />She invited the Planning Commissioners to attend the Volunteer Appreciation Dinner on Sunday, April <br />22"d at 5:00 p.m. at the Community Center. She stated the New Brighton Historical Society would be <br />holding their Annual Meeting on Thursday, April 26th at 2:00 p.m. She commented on the most recent <br />edition of the City Newsletter and discussed the changes to this publication. She welcomed the new <br />Planning Commissioners to the group and thanked them for their service to the City of New Brighton. <br />She reported the City would be having an Open House on May 5th from 8:30 a.m. to 12:00 p.m. at City <br />Hall. <br />VII. Public Hearing <br />(A) Mounds View Public Schools request consideration of a Special Use Permit to conduct site <br />improvements to the parking lots and drive lanes at 2300 7" ST NW. <br />Planning Director Janice Gundlach reported staff is requesting the Commission table action on this <br />matter to the May 15, 2018 Planning Commission meeting, without further discussion. After Mounds <br />View Schools submitted their Special Use Permit application and supporting documents, and after staff <br />mailed notice to the neighbors inviting them to a public hearing, it was found that a parking lot setback <br />in the western side yard was less than required by code. After informing the applicant, they have chosen <br />to delay their request in order to make application for a Variance for the reduced setback, rather than <br />amend the plans to meet the setback and proceed this month. <br />Planning Director Gundlach stated because notification of the public hearing was mailed to property <br />owners within 350' of the subject property, the item must remain on the agenda. The item should be <br />introduced with an announcement of the delay. The Commission should then move a Table action. New <br />public hearing notices will be published in the local paper and send to the neighbors informing them of <br />the added Variance. The next meeting where this item will be heard will be May 15, 2018. <br />Motion by Commissioner Frischman, seconded by Commissioner Murphy, to table action on the <br />Mounds View Public Schools Special Use Permit to the May 15, 2018 Planning Commission <br />meeting. <br />Approved 7-0. <br />(B) Jon Bona, acting on behalf of Bona Companies, requests consideration of a Special Use Permit <br />and Nonconforming Use Permit to allow vehicles sales at 347 Old Highway 8 NW. <br />Planning Director Janice Gundlach reported the applicant is requesting a Special Use Permit to permit <br />operation of a vehicles sales use at 327B Old Highway 8 NW. The use of vehicle sales requires review <br />and approval of a Special Use Permit within all zoning districts. The tenant space proposed to be used <br />for vehicles sales is within an existing building located in the northeast corner of the property. The <br />applicant indicates a ready -to -use office space would be utilized for sales, which would not exceed six <br />vehicles at any given time. The applicant's proposed business includes operation of office uses for sale <br />of used, reconditioned vehicles. The business would also include the keeping of no more than six <br />vehicles for sale at a given time to be stored outdoors on site. The applicant proposes the vehicle storage <br />area in front of the sales office, but located in the rear yard of the property out of view of the public <br />roadway. Beyond outdoor storage of no more than six vehicles, no other exterior changes to the site are <br />proposed. <br />2 <br />
