Steven Bona, applicant, thanked the Commission for their consideration. He explained Bona Companies <br />was a third -generation company that was sensitive to the neighborhood. He anticipated that the <br />neighborhood would not be impacted by the proposed car sales. He stated he would be happy to pave <br />the area where the six cars would be parked but noted this area was already recycled asphalt and he did <br />not believe dust would be a concern. Planning Director Gundlach explained she would allow the <br />Commission to make a determination on this matter. She reported staff was making a recommendation <br />for the area to be paved to show the area had a purpose. <br />Motion by Commissioner McQuillan, seconded by Commissioner Murphy to close the Public <br />Hearing. <br />Approved 7-0. <br />Commissioner McQuillan recommended the recycled asphalt area be striped for the six parking stalls <br />and that the applicant not be required to pave this area. Planning Director Gundlach recommended <br />Condition 6 read: Applicant shall designate the six sales stalls by painting lines on the recycled <br />aggregate. The Commission supported this recommendation. <br />Commissioner Fynewever questioned if Condition 8 was necessary given the fact the cars would be <br />located to the rear of the property. <br />Commissioner Biedenfeld supported this condition remaining in place as it could set a precedent for <br />future cases. Planning Director Gundlach reported this condition was standard language that was <br />included for all vehicle sales operating under a Special Use Permit that occur in New Brighton. <br />Planning Director Gundlach recommended Condition 9 be amended to read: Other permanent signage <br />shall only be allowed subject to Chapter 9 of the Sign Code. <br />Motion by Commissioner Fynewever, seconded by Commissioner Frischman, to approve staff <br />recommendation amending Condition 6 and 9. <br />Approved 7-0. <br />(C) Cory Hanscom requests consideration of a Special Use Permit and Nonconforming Use Permit to <br />allow construction of a detached garage in excess of 624 SF at 1196 Rockstone Lane. <br />Planning Director Janice Gundlach reported the applicant is requesting consideration of a Special Use <br />Permit to allow construction of a new detached garage in excess of 624 SF at 1196 Rockstone Lane. <br />Ramsey County tax records show the property currently contains a single-family home with a 763 SF <br />attached garage. The applicant proposes to demolish three existing sheds prior to constructing the <br />proposed detached garage. Two of the three sheds are located along Rockstone Court are currently <br />nonconforming, as sheds must be located behind the home. The proposed detached garage will be 22' x <br />36' or 792 SF. All setbacks and accessory structure requirements of Chapter 4 of the Zoning Code for <br />the proposed detached garage are met. <br />4 <br />
