Planning Director Gundlach commented Rise, Inc. serves adults within intellectual and physical <br />disabilities, learning disabilities, brain injury and many more conditions by offering day programs that <br />provide recreational and leisure activities to remain active and healthy. Examples of programming <br />activities include cooking, art, music, exercise, health and wellness groups, and news and current events. <br />The applicant intends to open on September 17, 2018 contingent on securing a lease agreement with the <br />City and license approval by the Minnesota Department of Human Services. <br />Planning Director Gundlach stated separate to the Special Use Permit, the City Council will be <br />considering a lease agreement with Rise, Inc. for use of the NBCC space. It's worth noting NBCC staff <br />are agreeable to leasing space to Rise, Inc. and find their program to be complimentary to existing <br />services at the NBCC. In order to operate at the NBCC Rise, Inc. will need to secure a Special Use <br />Permit, a lease agreement with the City, and a license through the Minnesota Department of Human <br />Services. The State license includes inspection by the City's Fire Marshal to ensure safe and efficient <br />exiting is available in the event of an emergency. Staff recommends approval of the Special Use Permit, <br />subject to the following conditions: <br />1. The program serves a maximum of 21 persons, including staff and program attendees. <br />2. The program is licensed by the Minnesota Department of Human Services. <br />3. Program hours shall generally be limited to 7 a.m. — 3 p.m., Monday thru Friday. <br />4. Program attendees arrive to the property via Rise transportation buses or private drop-off, <br />with two or three staff utilizing the NBCC's off-street parking lot. <br />5. The Special Use Permit shall be automatically granted a 180 -day extension per Zoning <br />Code Section 8-250, expiring one-year from the date of City Council action unless acted <br />on. <br />Judy Anderson, Rise Program Coordinator, introduced herself to the Commission and noted she runs <br />adult day programs in Coon Rapids, Maplewood, Fridley and Mounds View. <br />Commissioner Fynewever stated she was excited to see Rise was looking to locate in New Brighton. <br />She asked if Ms. Anderson had discussed lock -downs or other types of security measures that should be <br />put in place if a Rise adult were to have a break down at the Community Center. Ms. Anderson <br />explained each adult attending the adult day program would have specific protocols in place. She <br />commented the purpose of locating Rise at the New Brighton Community Center was to have these <br />individuals immersed in the community. She provided further comment on how Rise adults would be <br />escorted to and from the building on a daily basis. <br />Chairperson Nichols-Matkaiti asked if any other Rise locations were located on the second floor. Ms. <br />Anderson stated the Maplewood location was on the second floor and utilized an elevator. <br />Motion by Commissioner Frischman, seconded by Commissioner Biedenfeld, to close the Public <br />Hearing. <br />Approved 7-0. <br />Chairperson Nichols-Matkaiti suggested the Rise staffing requirements not be limited to two or three <br />members. Staff suggested Condition 4 be amended to read: Program attendees arrive to the property via <br />Rise transportation buses or private drop-off. <br />
