<br /> <br />3 <br /> <br />• The Commission asked if the Traffic Study would be completed prior to this item going before <br />the City Council. Staff noted the Traffic Study was complete and reported staff was waiting for <br />a second phase of comments. <br />• The Commission questioned if additional screening could be required in the future if headlights <br />became a problem for the adjacent properties. Staff noted the school has met with the adjacent <br />resident to address this concern. <br /> <br />A representative of the School District noted he held a meeting last week and invited all of the adjacent <br />neighbors. He reported he has bene working with Jordan Kortas to reduce the encroachment onto his <br />property. He noted the light poles would be moved out of the setback and the sidewalk would be <br />removed. He discussed the landscaping and trees that would be planted to assist with screening the <br />parking lot. <br /> <br />Commissioner Frush asked if any safety issues would be created after the sidewalk was removed. The <br />school district representative did not anticipate this would be a safety concern. <br /> <br />Jordan Kortas, 741 Silver Lake Road, thanked the Commission for their time. He stated he appreciated <br />the school district working with him and noted he was all for the proposed changes to the parking lot. <br />He indicated the proposed changes would improve safety at the school. He commented he had no <br />problems with the lighting in the parking lot but noted the lighting on the school was a concern to him. <br /> <br /> <br />Motion by Commissioner Frischman, seconded by Commissioner McQuillan to close the Public <br />Hearing. <br /> <br />Approved 7-0. <br /> <br /> <br />Chairperson Nichols-Matkaiti recommended the newest plan for the site be referred to within staff <br />recommended Condition #1. Planning Director Gundlach recommended Condition #1 read: The parking <br />lot is reconstructed consistent with the submitted plans except the sidewalk and light pole relocation per <br />the revised plans submitted at the Planning Commission meeting. <br /> <br /> <br />Motion by Commissioner Fynewever, seconded by Commissioner Frischman, to approve staff <br />recommendation as revised. <br /> <br />Approved 7-0. <br /> <br />VII. Public Hearings – New Business <br /> <br />(A) Voyd Trailer of MN, LLC dba Big Blue Boxes requests a Special Use Permit to conduct <br />ancillary semi-trailer sales at 565 1st STREET SW. <br /> <br />Planning Director Janice Gundlach reported the applicant is requesting a Special Use Permit to permit <br />trailer sales 565 1st Street SW. The extent of the applicant’s business is rental and storage of intermodal <br />storage containers/trailers. However, per the applicant’s narrative, they do keep one to five trailers on- <br />site that are for sale. The sales component requires the Special Use Permit. The applicant recently
