She encouraged the public to visit the Farmer's <br />Market every Wednesday at the United Theological Seminary from 3:00 p.m. to 7:00 p.m. She noted <br />National Night Out would be held on Tuesday, August 71n <br />VL Public Hearing <br />(A) Mounds View Public Schools requests consideration of a Special Use Permit to allow <br />construction of 3,022 SF classroom addition at Pike Lake Education Center, 2010 14tn ST NW. <br />Ben Gozola reported the applicant is requesting a Special Use Permit to facilitate construction of an <br />addition to the Pike Lake Education Center. The proposed addition is 3,022 SF, consisting of two <br />classrooms, and will be located at the rear (south) side of the existing school. Other than minor revisions <br />to the sidewalk/trails immediately adjacent to the proposed addition, no other exterior improvements are <br />proposed at the property. Zoning Code Section 4-030 (1) list schools as a specially permitted use, <br />whereby all structures shall not be nearer than 30' to any R-1 or R-2 lot line. Mounds View School <br />District passed a referendum during the 2017 election, whereby numerous improvements are planned at <br />district properties. The referendum was aimed at improving facilities and addressing increasing <br />enrollment. In addition to the addition of two classrooms, other interior improvements at Pike Lake <br />Education Center are underway. It is not anticipated that a classroom addition will impact any of the <br />other facilities on the property. Staff recommends approval of the Special Use Permit subject to the <br />following conditions: <br />1. The proposed improvements are implemented consistent with the plans submitted and <br />attached to the Planning Report dated July 17, 2018. <br />2. The applicant implements the landscaping required in Zoning Code Section 8-010 (2) (D), <br />consisting of 3 trees (50/50 deciduous/coniferous) and 10 shrubs. <br />Discussion included: <br />The Commission thanked staff for the thorough staff report. <br />Pat Jahnke, 1286 Robin Lane, commented she loved the school and explained it was a joy for her to hear <br />the children. She stated she was surprised that only 57 parking spaces were required for the school. <br />BEN reported 57 spaces were required, but noted the school had more parking available. <br />Ms. Jahnke asked when construction would begin on the school. Paul Apolkowski, Wold Engineers, <br />reported construction would begin in the spring of 2019. He anticipated the construction would take six <br />to nine months to complete. <br />Ms. Jahnke questioned if the playground would be available to students next spring. Mr. Apolkowski <br />commented the playground equipment would remain open and the construction equipment would be <br />fenced off in the paved area. <br />Commissioner Fynewever asked if the applicant would be reseeding the construction area after <br />completion of the project. Mr. Apolkowski explained this would be done and could be made a condition <br />for approval. <br />Motion by Commissioner McQuillan, seconded by Commissioner Murphy to close the Public <br />Hearing. <br />2 <br />
