2

forms the foundation of the City’s tree care program, program with an annual budget of at least
$2 per capita and an annual Arbor Day celebration and proclamation.

Arbor Day
The 2017 Arbor Day Celebration was held at Hansen Park. The fourth grade class from Bel Air
assisted in planting trees throughout the park. The 2018 celebration is scheduled for April 27 at
New Brighton Lions Park.

Tree Sale
The Parks and Recreation Department partners with the Friends of the Parks and Trails of St.
Paul and Ramsey County for an annual tree sale. Residents of New Brighton donated $352 to
plant in the City parks in 2017. The 2018 Tree Sale deadline is April 20, with the pick-up being
May 5. It was noted a link for the tree sale was available on the City’s website.

Emerald Ash Borer (EAB)
Ash trees are treated in New Brighton to keep them healthy. The treatments began in 2010 and
will continue in 2018. Staff described how the trees were treated throughout the City and
happily reported EAB was spreading slower than anticipated. It was noted the City was working
with a private company to assist homeowners in treating their Ash trees.

Diseased Tree Survey
Staff are looking for three main diseases. These include EAB as mentioned above, but also Oak
Wilt and Dutch Elm disease.

Missouri Gravel Bed & Tree Planting
The Parks and Recreation Department operates a Missouri Gravel Bed to provide young trees for
planting throughout the year within New Brighton. In 2017, there were 115 trees tended to in the
gravel bed.

Buckthorn
Buckthorn is an invasive species and difficult plant to eradicate. The City and its residents have
invested a lot of time and energy into buckthorn removal. A Boy Scout project removed two
truckloads of buckthorn and other wood debris from Driftwood Park. The positive effects of
these efforts can be seen at Hansen Park. Buckthorn still persists throughout the City and
requires constant and consistent effort to manage.

Tree Trimming
City staff clear alleyways, sidewalks, streets, rights of ways and signs, enhancing site lines and
safety.

Other Projects
Staff have had the opportunity to perform some out of the ordinary projects in 2017 as well. One
fun project included teaming with Department of Community Assets and Development to
remove a fallen willow tree from Rice Creek.

Discussion included:
Staff explained they would be conducting a more thorough review of the City’s Ash
trees with a bucket truck in 2018.
