<br /> <br /> <br /> <br />MINUTES <br />Parks, Recreation and Environmental Commission <br />April 4, 2018 City Hall <br />Council Chambers 6:30 p.m. <br /> <br />I. Call to Order <br /> <br />The meeting was called to order at 6:30 p.m. by Chair Fields. <br /> <br />II. Roll Call: <br />Members Present: Commissioners Kevin Fields (Chair), Pam Axberg, Matt Johnson, Zachary <br />Johnson, Julia O’Rourke, Nick Quade and Mike Santi. <br /> <br />Members Absent: Commissioner Jack Brunell and Abe McEathron. <br /> <br />Also Present: Director Jennifer Fink; Assistant Director Jason Hicks; and Council Member Paul <br />Jacobsen. <br /> <br />III. Approval of Agenda <br />Motion by Axberg, seconded by Matt Johnson to approve the agenda as presented. Motion <br />carried 7-0. <br /> <br />IV. Approval of Minutes <br /> <br />Motion by Zach Johnson, seconded by Axberg to approve the March 7, 2018 minutes as <br />presented. Motion carried 7-0. <br /> <br />V. Business Items <br /> <br />A. Presentation of a draft of the Parks, Recreation and Open Space chapter of the 2040 <br />Comprehensive Plan – Jennifer Fink, Director of Parks and Recreation <br /> <br />Director Fink stated the City of New Brighton is in the process of updating their City-wide <br />Comprehensive plan. Comprehensive planning is a process undertaken every ten years to ensure <br />metropolitan cities and counties visions and goals align with regional needs and policies adopted <br />by the Metropolitan Council. This is required under the Minnesota Metropolitan Land Plan Act <br />under Minnesota Statue 473. <br /> <br />Director Fink discussed the importance of City parks to New Brighton residents and noted nine <br />out of ten residents use City parks or trail facilities. She reported the community has expressed a <br />strong desire to improve aging or outdated facilities, adding new concepts and ideas to existing <br />parks, providing programming that meets emerging trends and strengthening connections within
