<br /> <br /> <br />MINUTES <br />Parks, Recreation and Environmental Commission <br />May 2, 2018 City Hall <br />Council Chambers 6:30 p.m. <br /> <br />I. Call to Order <br /> <br />The meeting was called to order at 6:30 p.m. by Vice Chair Axberg. <br /> <br />II. Roll Call: <br />Members Present: Commissioners Pam Axberg (Vice Chair), Jack Brunell, Matt Johnson, <br />Zachary Johnson, Abe McEathron, Julia O’Rourke, Nick Quade and Mike Santi. <br /> <br />Members Absent: Chair Kevin Fields. <br /> <br />Also Present: Director Jennifer Fink; Assistant Director Jason Hicks; and Council Member Paul <br />Jacobsen. <br /> <br />III. Approval of Agenda <br />Motion by Zach Johnson, seconded by Matt Johnson to approve the agenda as amended noting <br />the Chair update would be provided by Vice Chair Axberg. Motion carried 8-0. <br /> <br />IV. Approval of Minutes <br /> <br />Motion by Matt Johnson, seconded by Santi to approve the April 4, 2018 minutes as presented. <br />Motion carried 8-0. <br /> <br />V. Business Items <br /> <br />A. Commissioner Orientation and Council Expectations – Dean Lotter, City Manager <br /> <br />City Manager Lotter provided the Commission members with a commissioner/task force <br />orientation and commented on Council expectations. He reviewed the City Council and <br />Mayor’s roles and duties. He noted Commission members are appointed by the Council and <br />serve at their pleasure. He discussed his responsibilities as the City Manager. He described <br />how individual Commission members were to address conflicts of interest, gifts and favor, <br />data practice rules, and be prepared for and participate in meetings. He provided further <br />comment on role confusion and encouraged members to contact City staff with any questions <br />they may have while serving as a PREC Commissioner. He reviewed the Open Meeting Law <br />requirements noting these stipulations apply to emails and telephone calls. <br /> <br />Discussion included: <br /> Staff discouraged Commissioners from writing letters to the editor and discussed how <br />Commission members were viewed as Commissioners at all times.
