December 12, 2017 Page 9 of 10 <br />He explained he would be offering his full support to the proposed Ordinance. <br />City Manager Lotter requested the Council amend their motion to state they would be adopting <br />an Ordinance, instead of considering. <br /> <br />Motion Amendment: Motion by Councilmember Burg, seconded by Mayor Johnson to amend the <br />motion to read adopt Ordinance No. 857 Changing the Municipal Election year, Amending City Code <br />Section 2 – 16. <br /> <br />4 Ayes, 1 Nay (Bauman opposed) -Amendment Carried <br /> <br />Mayor Johnson stated she would like all residents in New Brighton to understand her only goal in going to <br />even yeared elections was to get more citizens involved in local elections. <br />Councilmember Bauman questioned how many registered voters New Brighton had. City Clerk Spangrud <br />reported the City had approximately 13,000 registered voters. <br />Councilmember Bauman stated her fear was that residents would not take the time to complete <br />their entire ballot for even numbered years. <br />Councilmember Jacobsen stated he was torn on this issue. He commented that only 19 cities <br />that old odd year elections out of the 800+ cities in the State of Minnesota. He indicated he did <br />not feel good that he got elected by only 3,300 residents knowing that 13,000 were registered <br />to vote. He wanted to see New Brighton residents get involved and get out to vote. He <br />reported he spent a lot of time in the military and has spent time in countries that did not have <br />the right to vote. For this reason, he would be supporting the proposed Ordinance. <br />Councilmember Burg thanked Councilmember Jacobsen for his service. She indicated she has <br />never discussed the cost of the extra elections but she requested further information from staff <br />regarding the expense. City Clerk Spangrud commented on the expense per vote for even <br />numbered elections versus odd numbered elections. She noted the bulk of the expense was for <br />personnel and election judges. <br />Mayor Johnson stated she was a proud Minnesotan that was encouraged by high voter turnout. Consider Approval of Resolution Authorizing the Mayor and City Manager to Execute <br />Master Labor Agreement between Law Enforcement Labor Services, Inc. Local No. 113 <br />and the City of New Brighton. <br /> <br />Motion by Councilmember Strub, seconded by Councilmember Burg to Consider Approval of <br />Resolution Authorizing the Mayor and City Manager to Execute Master Labor Agreement between <br />Law Enforcement Labor Services, Inc. Local No. 113 and the City of New Brighton. <br /> <br />City Manager Lotter reported staff had reached a three-year agreement with LELS 113. He was proud of the <br />relationships the City had with its unions and appreciated the conversations held in order to reach this <br />agreement. He commented further on the changes within the agreement and recommended approval. <br />Mayor Johnson stated she pulled this item to note that Public Safety was a priority service for New Brighton <br />residents. She thanked staff for negotiating this contract and also thanked the patrol officers for reaching an <br />agreement with the City. <br /> <br />5 Ayes, 0 Nays-Motion Carried <br /> <br />7.
