<br />Public Safety Commission <br />December 11, 2017 <br /> <br />Attending: Commissioner Allen, Commissioner Boyd, Commissioner Conway, <br />Commissioner Cook, Commissioner Ghouse, Commissioner Hollimon, <br />Commissioner Kessler, Commissioner Wagner, Deputy Director Hamdorf, <br />Council Member Jacobsen, and Ms. Renee Rosenberg (Allina Health) <br /> <br />Absent: Commissioner Howard and Commissioner Malone <br /> <br /> <br />Call to Order/Roll Call <br /> <br />Commissioner Allen called the December meeting to order at 6:31 pm and roll call was taken. <br /> <br />November Meeting Minutes <br /> <br />The November meeting minutes were reviewed. Commissioner Wagner made a motion to <br />approve the November meeting minutes; Commissioner Boyd seconded. Motion carried. <br /> <br />Public Hearing/Presentation <br />A. Minnesota All Hazards Incident Management Team – Deployment to Florida Keys <br />– Deputy Director Hamdorf <br /> <br />Deputy Director Hamdorf explained what Incident Management Teams (IMT) are and that their <br />purpose is to bring order to chaos. The Minnesota All Hazards Incident Management Team <br />(MN-AHIMT) consists of personnel from Fire, Police, Public Works, Public Health, Emergency <br />Management, Hospital, Finance, and EMS. Currently, there are four New Brighton personnel on <br />the IMT. New Brighton personnel have responded to flooding, tornados, law enforcement <br />activities, Hurricanes Irma and Sandy, and a wildfire. <br /> <br />Deputy Director Hamdorf explained what the Emergency Management Assistance Compact <br />(EMAC) is and noted that EMAC is a State to State mutual aid compact. The requesting State <br />puts out a request to other States for assistance. The requesting State is statutorily required to <br />pay for any accepted mutual aid. <br /> <br />Deputy Director Hamdorf reviewed the history of Hurricane Irma, the strength of the storm, and <br />the destruction and damage of homes and infrastructure. The MN IMT left Minnesota on <br />September 9 with 16 people in 8 vehicles, 3 trailers, and 1 ATV. The original plan was to pre- <br />position in Birmingham, Alabama on September 11 with orders to report to Tallahassee on <br />September 12. On September 11, around 10 am, they received orders to report to Marathon, <br />Florida (Monroe County) in the Florida Keys. They had to drive through the hurricane and fuel <br />shortages to reach their destination. The MN IMT arrived in Marathon on the morning of <br />September 12, 36 hours after landfall of Hurricane Irma. <br /> <br />When they arrived, there was catastrophic damage throughout the County; no cellular service, no <br />radio service, no potable water, no electricity, no accommodations, and no sanitary sewer. <br />Residents who stayed were running out of food and water. The MN IMT was assigned two <br />tasks: operate the Points of Distribution (POD) for food and water and serve as the Branch <br />Director for the Health and Human Services Branch.
