<br /> <br /> <br />REQUEST FOR CITY COUNCIL CONSIDERATION <br /> <br />ITEM DESCRIPTION: Authorize the Mayor and City Manager to execute the Joint Powers <br />Agreement between the City of New Brighton and the Ramsey County GIS User Group for <br />renewal of City and County joint GIS services. <br />DEPARTMENT HEAD’S APPROVAL: Craig Schlichting, Director of Community Assets <br />& Development <br /> <br />CITY MANAGER APPROVAL: <br /> <br /> <br />No comments to supplement this report _______ Comments attached ______ <br /> <br />Recommendation: Authorize the City Manager and Mayor to execute the Joint Powers <br />Agreement between the City of New Brighton and the Ramsey County GIS User Group effective <br />from January 1, 2018 through December 31, 2020. <br /> <br />Legislative History: The City Council authorizes the Joint Powers Agreement every 3 years. <br /> <br />Financial Impact: User Group membership dues are based on population and are required on an <br />annual basis. The 2018 membership dues are $2,160.62. It is anticipated that the 2018, 2019 and <br />2020 dues will remain the same at $2,160.62. <br /> <br />Explanation: In the mid-1990s the City of New Brighton became a member of the Ramsey <br />County Geographic Information Systems (GIS) Users Group and entered into a JPA with the User <br />Group. Every three years this JPA needs to be renewed which outlines the structure of the User <br />Group and identifies the GIS data the County will share with the User Group members. The <br />membership dues help pay for data collection and data creation. The data includes, parcel lines, <br />addresses, buildings, water, roads, bridges, ownership, property value, taxes and aerial photos just <br />to name a few. These datasets are used to create maps and data used as decision support tools for <br />City staff and policy makers. Without this agreement, the City would need to create or purchase <br />each one of these data sets which would be a very costly and time consuming task. <br /> <br />The agreement is identical in language to the previously authorized agreement.
