Per attached Resolution <br /> <br />DEPARTMENT HEAD’S APPROVAL: Jennifer Fink; Director of Parks and Recreation <br /> <br />CITY MANAGER’S APPROVAL: <br /> <br />No comments to supplement this report ___ Comments attached ___ <br /> <br />Recommendation: <br />To waive the reading and adopt the resolution authorizing the application for a 2018 Minnesota <br />Department of Natural Resources Outdoor Recreation Grant. If awarded by the DNR, the City agrees to <br />accept the grant award and enter into an agreement with the State of Minnesota. <br /> <br />Legislative History: <br />In 2008, the City received a Local Trail Connections Grant from the Minnesota Department of Natural <br />Resources to help fund the New Brighton Exchange South Park Trail. <br /> <br />Financial Impact: <br />The Minnesota Department of Natural Resources has funds available to assist with projects through their <br />Outdoor Recreation Grant Program. A fifty (50) percent match is required from the City, with a maximum <br />permissible request of $150,000 for state funds. The local share can consist of cash or the value of <br />materials, labor and equipment usage by the City. In order to be eligible for a 2018 grant, applications are <br />due by March 31, 2018. The grant application requires a resolution, council minutes, or other official <br />documentation that demonstrates that the local unit of government supports the proposed project and the <br />consequent application. <br /> <br />Explanation: <br />In 2018, the Parks and Recreation Department is scheduled to replace fencing and backstops at Hansen <br />Park for the two remaining youth fields at Hansen Park through the Non-Fleet Capital Asset Replacement <br />Fund. Due to soil conditions and field location, rain and water often impact playability, cause field <br />damage, which result in increased cancelations. In an effort to improve the player experience, the Parks <br />and Recreation Department in conjunction with the Department of Community Assets and Development, <br />have developed a solution that would provide improved drainage, along with reduced maintenance time <br />required in the area due to increased proximity of the fields. <br /> <br />Costs and Funding: <br />For the purposes of this grant, the submitted proposal would remove the top soils from the area at Hansen <br />Park where the youth fields would be located. It would then reoriented them and add in new fencing, <br />backstops and benches. Remediated soils with layered geotechnical material would better withstand the <br />fluctuation in the water table, elevating the playing surface. Trails at Hansen Park would also be milled <br />and overlaid as a part of the pavement management program. This grant is a 50/50 “cash match” <br />reimbursement grant.
