April 12, 2016 – Council authorized staff to advertise for bids and solicit quotes for the <br />replacement of the Eagles Nest Indoor Playground. <br /> <br />February 2, 2016 – Staff presented about the current Eagles Nest Indoor Playground and the <br />proposed replacement process at the Council Work Session. <br /> <br />March 11, 2003 - Council authorized the replacement of the original Eagles Nest Indoor <br />Playground in the amount of $250,000. <br /> <br />September 22, 1993 – Council approved the construction of the Family Service Center (now the <br />New Brighton Community Center) which included the original Eagles Nest Indoor Playground. <br /> <br />Financial Impact: <br />The entire project budget was $489,700. This was to include demolition and removal of the old <br />playground, installation of the new playground, new carpet and a contingency for unexpected <br />expenses. <br /> <br />This final payment of $20,340.85 will bring the project total to $494,289.30 or $4,589.30 over the <br />approved budget of $489,700. <br /> <br />Explanation: <br />The Eagles Nest Indoor Playground Replacement was a competitively bid project that followed <br />the Best Value Procurement process. Proposals were opened on April 24, 2017. Four companies <br />submitted two proposals each, for a total of eight proposals. Council approved the CRS proposal <br />on June 13, 2017. <br /> <br />Demolition of the old playground began September 5, with the new playground opening to the <br />public on November 17. <br /> <br />During the process, it was determined that none of the potential vendors were able to meet the <br />Uniform Building Code. The specific portion of the code that the vendors were unable to meet <br />dealt with the heat release point of the plastics used in the playground. <br /> <br />Because of this, it was determined that safety enhancements were necessary to the building. The <br />first enhancement was to the fire suppression system in the playground area. Research showed <br />the previous system in the playground area needed to be improved. This improvement included <br />relocating the sprinkler heads in the area to give better coverage, but also more heads in the area <br />and increased the amount of water brought to the area. <br /> <br />The next safety enhancement was to install a system that would remove toxic smoke or super- <br />heated gasses in the case of a fire. If this type of unfortunate emergency does occur, additional <br />smoke detectors, a smoke exhaust fan and a mechanism to automatically open the south and west <br />entry doors were added to the Eagles Nest area. The cost for these safety improvements was <br />$32,788. <br />
