NEW BRIGHTON ECONOMIC DEVELOPMENT AUTHORITY
REQUEST FOR BOARD CONSIDERATION

Report Date: May 2, 2018

ITEM DESCRIPTION: APPOINTMENT OF NEW BRIGHTON ECONOMIC DEVELOPMENT
AUTHORITY’S (EDA’s) OFFICERS FOR 2018
DEPT. HEAD'S APPROVAL: Brenda Davitt
EXECUTIVE DIRECTOR'S REVIEW/RECOMMENDATION:
No comments to supplement this report Comments attached

Recommendation:
Approve resolution providing for the appointment of New Brighton Economic Development Authority
(EDA) officers for 2018.

Legislative History:
The enabling resolution establishing the EDA provides that the five-member EDA Board of
Commissioners shall be the members of the City Council. Newly elected or appointed City Council
members are “automatically” elected to the EDA’s Board of Commissioners

The Economic Development Authority’s bylaws provide that officers of the EDA consist of a President,
Vice-President, Secretary, Treasurer, and Assistant Treasurer. The President, Vice President and
Treasurer shall be members of the Board and no Commissioner may serve as President and Vice President
at the same time. The Secretary and Executive Director shall be the City Manager. The Assistant
Treasurer shall be the City’s Finance Director.

The EDA appointed its current officers in 2017. Minnesota Statutes require the EDA to appoint its
officers annually. For 2017, the officers were as follows:

President Valerie Johnson
Vice President Paul Jacobsen
Treasurer Valerie Johnson
Secretary Dean Lotter

Financial Impact:
None

Explanation:
For ease of administrative issues, it is recommended that the EDA Officers be appointed so that the
EDA’s procedures and practices are consistent with those of the City of New Brighton. The Mayor and
City Manager sign contracts and official documents for the City. The President and Executive Director
perform those functions for the EDA. To be consistent, the Mayor should be the President of the EDA.
The Mayor, City Manager, and Finance Director signatures are required on all City issued checks. EDA
