Paetznick, Director of Public Safety <br /> <br />CITY MANAGER APPROVAL: <br /> <br /> <br />No comments to supplement this report _______ Comments attached ______ <br /> <br />Recommendation: <br />Approve the Amended & Restated Joint Powers Agreement (JPA) for Ramsey County Sheriff’s <br />(RCSO) Special Weapons and Tactics Team (SWAT). <br /> <br />Legislative History: <br />Council previously approved a SWAT JPA on February 8, 2011. The City Attorney has reviewed <br />and approved of the new agreement. <br /> <br />Financial Impact: <br />RCSO SWAT currently provides response to the City of New Brighton at no charge. <br />Participation on the team with active members from our agency would occur from budgeted <br />operating funds for training, equipment, and personnel expenses. <br /> <br />Explanation: <br />RCSO SWAT began in 1983 and included members from the police departments of White Bear <br />Lake, Mounds View, and Maplewood. New Brighton was previously an active member of East <br />Metro SWAT that included police representation from Roseville, Saint Anthony, North Saint <br />Paul, and the University of Minnesota. On April 18, 2018, the East Metro SWAT board of <br />directors dissolved their organization. The new formation of RCSO SWAT joins together all of <br />the suburban law enforcement agencies in Ramsey County outside the City of Saint Paul to <br />provide local jurisdictions with countywide tactical response services. <br /> <br /> <br />________________________________________ <br />Anthony S.
