<br />Quiet Zone Evaluation 7 <br />New Brighton, Minnesota <br />FRA Review and Designation <br />At the request of the local public authority, the FRA may designate a Quiet Zone <br />using safety measures other than those that have been preapproved. A diagnostic <br />team evaluates each crossing and recommends specific actions appropriate to the <br />situation. Safety measures could include one or more of the following: <br /> Four- or two-quadrant gates that do not meet the SSM standards. <br /> Engineering or non-engineering Alternative Safety Measures (ASMs). <br />Engineering ASMs could include sight distance or crossing improvements to <br />reduce risk. Non-engineering ASMs could include public education or <br />increased enforcement to reduce/eliminate incidents of motorists driving <br />around lowered gates. Periodic monitoring and reporting is required with <br />ASMs. <br /> <br />The FRA’s summary of the Train Horn Final Rule is provided in the Appendix. The <br />following charts, also created by the FRA, show the general process associated with <br />the creation of Quiet Zones using either SSMs or ASMs. In either case, working <br />formally or informally with the FRA, the state agency, and the affected railroad is <br />strongly encouraged. <br />
