Quiet Zone Evaluation 17
New Brighton, Minnesota
Table 1 – Quiet Zone Area 1 Potential Improvements Effectiveness
Quiet Zone Area 1 QZRI RIWH NSRT
Improvement Concept 1
(Knollwood Channelization) 1,008.98
2,419.62 14,723.00 Improvement Concept 1
(No Knollwood Channelization) 1,270.69

As shown the calculated QZRI is lower than both the RIWH and the NSRT under
each concept. If implemented, either concept would sufficiently reduce the risk and
allow the creation of a Quiet Zone for these crossings, though improvement concept
2 would require additional diagnostic team review.

To improve safety for pedestrians, channelizing fencing should be added to force
pedestrians to look both ways for trains. This is less expensive than automatic gates,
but still provides a measure of safety for pedestrians.

The following work would be necessary for this zone:
Additional gates for Stinson Boulevard and Shamrock Lane.
Relocation of the eastern gate on Stinson Boulevard.
Channelization devices to separate traffic on each approach (6 to 8
approaches depending if Knollwood delineation is used).
Potential new parking lot connection to Stinson Boulevard.
Full upgrade to crossing gates and flashers at Silver Lake Road.
Sidewalk/trail channelization.

Including contingency costs for additional signing, pavement markings, engineering,
and other miscellaneous items, the total concept cost ranges from $504,250 to
$524,250 depending upon the need for channelization at the Knollwood Drive
crossing.
