<br />Quiet Zone Evaluation 29 <br />New Brighton, Minnesota <br />Quiet Zone Area 5 <br />Quiet Zone Area 5 covers the crossings on 1st Street NW and 1st Street SW, as <br />well as the crossing of 5th Avenue SW. Each crossing site has multiple tracks and <br />multiple access driveways within 60 feet of the tracks. As described earlier, 1st <br />Street NW currently has flashers and gates controlling two crossings. The other <br />crossings of 1st Street NW, 1st Street SW, and 5th Avenue SW would need a full <br />flasher and gate crossing system. With the surrounding driveways providing key <br />access to adjacent businesses, closing or reducing the access to right in/right out <br />does not seem feasible at this time. Instead, wayside horns were considered to limit <br />the overall train noise in the area. Given the surrounding driveways, it may be <br />necessary to install more than one wayside horn on each side of a crossing. One or <br />more wayside horns may be needed to warn vehicles in the driveways of an <br />approaching train. Figures 11 and 12 show the potential improvement concepts for <br />Quiet Zone Area 5. <br /> <br />The use of wayside horns does not require the use of the Quiet Zone calculator to <br />determine the QZRI at these crossings. Once the wayside horns are installed, use <br />of the train horn can be eliminated. <br /> <br />The following would be needed for this Quiet Zone area: <br /> Flasher and gate crossing systems for 1st Street NW, 1st Street SW, and 5th <br />Avenue SW (three sets). <br /> Wayside horns, one in each direction, plus additional horns for the <br />surrounding driveways. <br /> <br />Including contingency costs for additional signing, pavement markings, engineering, <br />and other miscellaneous items, the total concept cost is $1,769,100. <br /> <br /> <br />
