<br />Quiet Zone Evaluation 34 <br />New Brighton, Minnesota <br />Quiet Zone Area 7 <br />The single crossing of Old Highway 8 is the only crossing in Quiet Zone Area 7. <br />MNNR has stated that this crossing is private but maintained and operated by <br />MNNR. The crossing itself is in some disrepair and would need improvement if a <br />Quiet Zone is established. The rails and potentially the surrounding roadway panels <br />may need to be replaced. A flasher and gate system would be needed to control the <br />crossing. A channelization device could be installed without impact to the width of <br />the roadway. The channelization device would reduce access to one driveway on <br />each side of the crossing. However, motorists on both of these driveways have other <br />options available for full-access movements. With an adjacent sidewalk on the west <br />side, channelizing fencing would be used to protect pedestrians. Figure 14 shows <br />the potential improvement concept for Quiet Zone Area 7. <br /> <br />The following table shows the results and comparison to the RIWH and NSRT. <br /> <br />Table 5 – Quiet Zone Area 4 Potential Improvements Effectiveness <br />Quiet Zone Area 4 QZRI RIWH NSRT <br />Old Highway 8 Improvement <br />Concept 18.08 43.37 14,723.00 <br /> <br />As shown, the QZRI is below the RIWH and NSRT. Based on this, a Quiet Zone <br />could be created at this crossing with the described improvements. <br /> <br />The following would be needed for the Old Highway 8 crossing improvements: <br /> Rail crossing improvements. <br /> Flasher and gate crossing system. <br /> Channelization device to separate traffic on each approach. <br /> Potential sidewalk channelization. <br /> <br />Including contingency costs for additional signing, pavement markings, engineering, <br />and other miscellaneous items, the total concept cost is $490,000. <br /> <br />
