REQUEST FOR CITY COUNCIL CONSIDERATION

ITEM DESCRIPTION: Recognition of Lifesaving Awards

DEPARTMENT HEAD’S APPROVAL: Anthony S. Paetznick, Director of Public Safety

CITY MANAGER APPROVAL:

No comments to supplement this report _______ Comments attached ______

Recommendation:
Conduct recognition by New Brighton Department of Public Safety for Life Saving Awards,
along with Dave Matteson, North Metro Ambulance Operations for Allina Health Emergency
Health Services, and Deputy Director Nancie Pass of the Ramsey County Emergency
Communications Center.

Legislative History:
Public Safety has a tradition of recognizing Lifesaving Awards during City Council meetings.

Explanation:
On August 19, 2017 around 2:51pm, a New Brighton resident suffered a diabetic episode. His
granddaughter, who at the time was only six-years of age, and her two-year-old brother were the
only others present during this medical emergency. The granddaughter intuitively recognized that
her grandfather needed help and dialed 911 from a cell phone but she did not know their location.
Thanks to her calm demeanor, including caring reassurance to her brother during the phone call,
and the determination of 911 staff from both the Ramsey County Emergency Communications
Center and Allina Health EMS, first responding police officers and ambulance personnel were
eventually directed to the scene and aid was rendered. During the course of the twelve-minute
phone conversation, the teamwork displayed between the dispatch staff and the young 911 caller
demonstrated a high-level of professionalism and compassionate guidance in utilizing a variety of
resources to determine the exact address of the emergency medical incident, assuring a positive
outcome for the victim.

________________________________________
Anthony S. Paetznick
Director of Public Safety
AGENDA SECTION: Special Order
REPORT DATE: June 20, 2018
MEETING DATE: June 26, 2018
