Officer Brian Crocker explained this was the City’s ninth year participating in the Fill the Boot Campaign. He noted the department raised over $14,000 in 2017, which was the biggest year ever and has raised over $81,000 total. He thanked the community for their generous support. Anya Moran, MDA, thanked the City for their continued support and for holding a campaign on a yearly basis. Mayor Johnson read a proclamation in full for the record declaring June 26 -28, 2018 to be MDA Fill the Boot Days in the City of New Brighton. 4. Proclamation Recognizing Diana Eagon. City Manager Lotter stated he received an email from a young man requesting the Council offer a proclamation recognizing former Councilmember Diana Eagon. Mayor Johnson read a proclamation in full for the record recognizing Diana Eagon for her service on the City Council, noting she was the first female Councilmember elected by New Brighton residents in 1971, and declared June 16, 2018 to be Diana Eagon Day in the City of New Brighton. She noted Diana Eagon’s life will be celebrated at Christ the King on Saturday, June 16th. Councilmember Jacobsen thanked Ms. Eagon for the solid foundation she set for the City Council. 1. Rice Creek Watershed District Ramsey County Ditch 2/3/5 Petition Presentation. City Manager Lotter commented on the improvements the Rice Creek Watershed District were making to County Ditch 2/3/5 and reported a representative from the RCWD was in attendance to provide the Council with a presentation. Kyle Axtell, Rice Creek Watershed District, provided the Council with an update on County Ditch 2/3/5. He discussed the flooding event that occurred in 2011 which created flood studies to be completed in 2012. He explained in 2013 a basic water management petition began in order to complete a comprehensive, integrated approach to stormwater management, flood damage reduction and water quality enhancement. He described the four phases within this project noting Phase 1 was now complete. He reported Phase 2 would begin in June of 2018. The cost for the project was reviewed with the Council along with the desired outcomes. Councilmember Jacobsen asked when the sand filters would kick in. Mr. Axtell anticipated the pond in Hanson Park would begin holding water slowly over the next month or two. Councilmember Allen stated he lived close to Garden View and explained he appreciated how much the City has been working to address this issue. Councilmember Burg thanked Kyle Axtell for working so closely with the community on this project. Mayor Johnson commented that many people would benefit by this project both upstream and downstream.
