They also help send more than 160 local kids to a life-changing <br />experience in an environment without barriers at MDA Summer Camp at Camp Courage, in <br />Maple Lake MN - all at no cost to their families. <br />Officer Brian Crocker explained this was the City’s ninth year participating in the Fill the Boot <br />Campaign. He noted the department raised over $14,000 in 2017, which was the biggest year <br />ever and has raised over $81,000 total. He thanked the community for their generous support. <br />Anya Moran, MDA, thanked the City for their continued support and for holding a campaign <br />on a yearly basis. <br />Mayor Johnson read a proclamation in full for the record declaring June 26 -28, 2018 to be <br />MDA Fill the Boot Days in the City of New Brighton. <br /> <br />4. Proclamation Recognizing Diana Eagon. <br /> <br />City Manager Lotter stated he received an email from a young man requesting the Council offer a <br />proclamation recognizing former Councilmember Diana Eagon. <br />Mayor Johnson read a proclamation in full for the record recognizing Diana Eagon for her service on the City <br />Council, noting she was the first female Councilmember elected by New Brighton residents in 1971, and <br />declared June 16, 2018 to be Diana Eagon Day in the City of New Brighton. She noted Diana Eagon’s life <br />will be celebrated at Christ the King on Saturday, June 16th. <br />Councilmember Jacobsen thanked Ms. Eagon for the solid foundation she set for the City Council. <br /> <br /> 1. Rice Creek Watershed District Ramsey County Ditch 2/3/5 Petition Presentation. <br /> <br />City Manager Lotter commented on the improvements the Rice Creek Watershed District were making to <br />County Ditch 2/3/5 and reported a representative from the RCWD was in attendance to provide the <br />Council with a presentation. <br />Kyle Axtell, Rice Creek Watershed District, provided the Council with an update on County <br />Ditch 2/3/5. He discussed the flooding event that occurred in 2011 which created flood studies <br />to be completed in 2012. He explained in 2013 a basic water management petition began in <br />order to complete a comprehensive, integrated approach to stormwater management, flood <br />damage reduction and water quality enhancement. He described the four phases within this <br />project noting Phase 1 was now complete. He reported Phase 2 would begin in June of 2018. <br />The cost for the project was reviewed with the Council along with the desired outcomes. <br />Councilmember Jacobsen asked when the sand filters would kick in. Mr. Axtell anticipated the <br />pond in Hanson Park would begin holding water slowly over the next month or two. <br />Councilmember Allen stated he lived close to Garden View and explained he appreciated how <br />much the City has been working to address this issue. <br />Councilmember Burg thanked Kyle Axtell for working so closely with the community on this <br />project. <br />Mayor Johnson commented that many people would benefit by this project both upstream and <br />downstream. He thanked Kyle Axtell and the RCWD for all of their hard work. <br /> <br />Consent Agenda <br />1.
