<br /> <br /> <br /> <br />Council Worksession <br />August 28, 2018 <br />5:00 pm <br /> <br />Present: Mayor Valerie Johnson <br /> Councilmember Graeme Allen <br /> Councilmember Mary Burg <br /> Councilmember Emily Dunsworth <br /> Councilmember Paul Jacobsen <br />Absent: <br /> <br />Staff in Attendance: Dean Lotter, Brenda Davitt, Craig Schlichting, Devin Massopust, Jennifer Fink <br /> <br />Guests in Attendance: <br /> <br /> <br />Mayor Johnson commented on Hanson Park and noted she visited the project site. She believed the park <br />project was coming along nicely. <br /> <br />2019 Budget & CIP <br />Lotter reported Finance Director Davitt would be reviewing the 2019 budget and CIP with the Council. <br /> <br />Davitt provided the Council with a copy of the proposed 2019 budget and CIP. She discussed the benefits of <br />having a strategic and comprehensive financial plan in place for the City, noting there was great transparency <br />in place for the public. She reviewed the benefits of planning ahead for street and large fleet purchases along <br />with the benefits the City received financially. She commented on the City’s utility funds, along with the <br />project revenues and expenditures for the coming year. She noted staff was working to keep the property tax <br />levy at 9.84%. <br /> <br />Mayor Johnson thanked staff for the high level of detail that was provided to the City Council throughout the <br />budget and CIP. She explained the City would be working the new logo onto the City’s water towers over <br />time and noted the water tower would not be repainted until 2023. <br /> <br />Schlichting discussed the street and utility expenses the City would incur during 2019. <br /> <br />Councilmember Burg requested an update on the plans for Lake Jones. Schlichting provided the Council with <br />an update on the regional plans for Lake Jones. <br /> <br />Massopust reviewed the City’s 2019 health insurance rates with the Council. Lotter commented further on the <br />number of health care options available to employees. <br /> <br />Councilmember Allen stated he would like to investigate the City’s health insurance options in further detail <br />next year. The Council supported discussing the City’s health care options further in 2020. <br /> <br />Mayor Johnson asked if another Police Officer had been considered given the increased population the City <br />would have after the Dominium/Pulte project was complete. Davitt reported staff had not made this addition to
