<br /> <br />REQUEST FOR COUNCIL CONSIDERATION <br /> <br />ITEM DESCRIPTION: RESOLUTION TO CONSIDER NEW BRIGHTON’S 2018 SURFACE WATER <br />MANAGEMENT PLAN <br />DEPARTMENT HEAD’S APPROVAL: Craig Schlichting, Director of Community Assets and Development <br /> <br />CITY MANAGER’S APPROVAL: <br />No comments to supplement this report ___ Comments attached ___ <br /> <br />Recommendation: Authorize Mayor and City Manager to sign this resolution adopting and <br />implementing the New Brighton June 2018 Surface Water Management Plan. <br /> <br />Legislative History: NA <br /> <br />Financial Impact: NA <br /> <br />Explanation: The City of New Brighton's Surface Water Management Plan is a local management plan <br />that meets the requirements of Minnesota Statutes 103B.235, Minnesota Rules 8410, and the Rice <br />Creek Watershed District Watershed Management Plan (amended November 2016). Minnesota Statute <br />103B.201 states that the purposes of the water management programs are to: <br /> <br />• Protect, preserve, and use natural surface and groundwater storage and retention systems; <br />• Minimize public capital expenditures needed to correct flooding and water quality problems; <br />• Identify and plan for means to effectively protect and improve surface and groundwater quality; <br />• Establish more uniform local policies and official controls for surface and groundwater management; <br />• Prevent erosion of soil into surface water systems; <br />• Promote groundwater recharge; <br />• Protect and enhance fish and wildlife habitat and water recreational facilities; and <br />• Secure the other benefits associated with the proper management of surface and groundwater. <br /> <br />The New Brighton Surface Water Management Plan addresses these purposes. <br /> <br />Costs and Funding: NA <br /> <br /> <br /> <br /> <br />Report Number: <br />Agenda Section: Consent <br />Report Date: 9/20/2018 <br />Council Meeting Date: 9/25/2018
