<br /> <br /> <br /> <br />Council Worksession <br />November 13, 2018 <br />5:00 pm <br /> <br />Present: Mayor Valerie Johnson <br /> Councilmember Graeme Allen <br /> Councilmember Mary Burg <br /> Councilmember Paul Jacobsen <br />Absent: Councilmember Emily Dunsworth <br /> <br />Staff in Attendance: Dean Lotter, Craig Schlichting, Devin Massopust, Ben Gozola, Brenda Davitt <br /> <br />Guests in Attendance: <br /> <br />581 Old Highway 8 <br />Lotter explained the property at 581 Old Highway 8 may help the City with some of the issues that have been <br />expressed regarding the old New Brighton Elementary School redevelopment. He reported staff has a <br />presentation for this property and would then like the Council to make a motion to go into a Closed Session <br />meeting in order to provide staff with direction on how to proceed with this matter. <br /> <br />Schlichting discussed the old New Brighton Elementary School redevelopment project and how the 581 Old <br />Highway 8 property could be included in this project. He discussed the access issues along Old Highway 8 <br />and how a road could be located through the 581 Old Highway 8 property if it were purchased. He noted right- <br />of-way acquisition would be necessary without the 581 Old Highway 8 property to accommodate a signal and <br />pedestrian connection. He reviewed a potential layout for the redevelopment project that included the 581 Old <br />Highway 8 property. He stated the 581 Old Highway 8 property had a value of $220,000 from the County and <br />noted this property sold to Josh Burrs for $275,000 in June of 2018. He explained Mr. Burrs was willing to <br />sell the property for $310,000, but noted there may be some room for negotiation. He reported the Council <br />could discuss a purchase price on a Closed Session meeting. <br /> <br />Mayor Johnson asked if staff’s new layout for the site had been presented to the developers. Schlichting <br />reported he had presented this information to the developers. <br /> <br />Mayor Johnson questioned if the developer’s found the addition of this property to be favorable to the <br />development. Schlichting stated he believed this to be the case. <br /> <br />Councilmember Johnson asked how many more units could be added if the 581 Old Highway 8 property were <br />added to the development. Schlichting estimated another 30+ units could be added. <br /> <br />Motion by Councilmember Jacobsen, seconded by Councilmember Burg, to close the Worksession Meeting <br />pursuant to Minnesota State Statute 13B.05 Subd. 3C3 to allow the Council to discuss the purchase of 581 Old <br />Highway 8. The worksession meeting closed at 5:16 p.m. <br /> <br />Mayor Johnson reconvened the Council worksession meeting at 5:35 p.m. <br /> <br />
