<br /> <br />year and described how these items would impact the median value homeowner. Lotter discussed how <br />efficiently the City’s staff worked on behalf of the community compared to neighboring cities. He encouraged <br />the Council to support the salary study and insurance recommendations. <br /> <br />Lotter asked if there was interest in adjusting the LGA policy. Councilmember Jacobsen and Councilmember <br />Burg stated they would consider an adjustment in order to reduce the overall levy. <br /> <br />Lotter suggested the Council consider holding off on the Community Engagement Coordinator. The Council <br />supported this recommendation. Mayor Johnson supported this position being removed altogether. <br /> <br />Councilmember Jacobsen asked if the Public Safety Department had a greater need for PSO’s or the sworn <br />officer. Paetznick reported the greater need was for the sworn officer. <br /> <br />Mayor Johnson stated she did not support a Community Engagement Coordinator position at this time. She <br />supported the Inclusive Community Task Force making a recommendation to the Coun cil on this matter prior <br />to the position being considered. She suggested the Police Officer position be hired in March versus January. <br />She requested the Parks Comprehensive Plan expense be further reviewed and that the expense be spread out <br />over two years. She recommended the City-wide survey be removed from 2019 and be pushed to 2020. <br /> <br />Lotter asked what percent the Council would be comfortable for the levy increase. <br /> <br />Councilmember Jacobsen stated he would like to see the levy increase closer to 10%. <br /> <br />Councilmember Allen requested staff provide him with more information on the contribution employees make <br />to their healthcare. He challenged the Council to consider what increases were needed in the coming year. <br /> <br />Councilmember Burg stated she supported taking care of the employees the City has now. Lotter appreciated <br />this comment and stated he was very thankful for the new IT staff members. <br /> <br />Councilmember Allen thanked Davitt and the entire finance staff for all of their efforts on the 2019 budget. <br /> <br />Mayor Johnson indicated the City was fortunate to have a tremendous team of staff and City Councilmembers <br />in place. <br /> <br />Lotter thanked the Council for their input and stated staff would take this feedback and would report back to <br />the Council with options on the budget. <br /> <br /> <br />Worksession adjourned at 8:00 pm <br /> <br /> <br />Respectfully submitted, <br /> <br /> <br /> <br /> <br />Terri Spangrud <br />City Clerk <br />
