He discussed the maintenance and <br />improvements that were completed at the Community Center during their week long shut <br />down in September. He noted the improvements at Hansen Park were almost complete. <br /> <br />VI. Business Items <br /> <br />A. New Brighton Elementary <br /> <br />Gozola reported initial steps for the redevelopment of the old New Brighton Elementary <br />School are underway. He commented on the progress and upcoming tasks and noted the <br />members of staff working on this project. He reviewed the draft site plan in detail with the <br />EDC. He requested the EDC examine and provide comment and/or recommendations on <br />anticipated requests to use conduit debt. <br /> <br />Schlichting reviewed the draft term sheets with the EDC, along with the proposed TIF <br />financing for the project. It was noted the requested TIF funding would assist in keeping <br />these housing units affordable. Davitt reported the TIF funding would be processed as a <br />pay-as-you go note. <br /> <br />Discussion included: <br /> Staff defined conduit debt and described how it could be administrated by the City for <br />Dominium. <br /> It was noted this development would move forward as one project even though <br />Dominium and Pulte would be working with the project to create two different types of <br />housing on the site. <br /> The EDC recommended ample parking be provided for the townhomes and senior living <br />complex. Staff reported the senior housing building would have underground parking. <br /> The affordability requirements for the senior living facility was reviewed with the EDC. <br /> Potential pedestrian connections were described. <br /> The height of the townhomes was reviewed and it was noted the height may be <br />intimidating for the residents living across the street. <br /> The EDC encouraged staff to be ready to address questions from the public regarding <br />the height of the townhouses. <br /> It was noted a traffic study would be completed as part of this project. <br /> The number of new students being brought into the school district was discussed. <br /> The TIF expense to offer 30% AMI affordable units was considered. <br /> The timeline for this project was reviewed by staff. <br /> <br />Motion by Commissioner Carter, seconded by Commissioner Peck to support the proposed <br />use of conduit debt and TIF Financing for the New Brighton Elementary school <br />redevelopment project. <br /> <br />Approved 8-0 <br /> <br />
