The City of New Brighton has received comments from a handful
of adjacent communities, counties, and state agencies, and many of the comments so far have
been technical in nature, requiring minor changes. The City anticipates that comments received
between now and the end of the six-month review period from remaining adjacent and affected
jurisdictions will be similarly technical and minor.

The 2040 Comprehensive Plan has been revised to respond to the comments received so far.
To facilitate review of the changes made, the attached table has been crea ted to identify the
agency/organization who made the comment, the comment, and how the proposed response to
the comment. The draft of the revised 2040 Comprehensive Plan has been posted on the City’s
website.

In general, there has not been substantive change to the 2040 Comprehensive Plan. In
responding to comments received there were no changes to land use guidance. Most of the
changes were focused on Land Use, Housing, Transportation, and Parks and Open Space.

The next step in the planning process it the holding of a public hearing on the revised draft at
the October 16, 2018 meeting. After holding the public hearing, the Planning Commission will be
asked to consider whether the draft 2040 Comprehensive Plan needs to be modified and/or if it
can move forward to the City Council for authorization of its submission to the Metropolitan
Council. The deadline for submission to the Metropolitan Council is December 31, 2018.

The City has received public comment about the plan draft prior to the meeting from t he All
Parks Alliance for Change. Their comments have also been attached for the Planning
Commission’s consideration.
