Community Assets & <br /> Development Department <br /> <br /> MEMORANDUM <br /> <br /> <br />DATE: February 1, 2018 <br /> <br />TO: Parks Recreation and Environmental Commission <br /> <br />FROM: Craig Schlichting, Director of Community Assets & Development/City Engineer <br /> <br />SUBJECT: DCAD Updates <br /> <br />City Project 18‐1, 2018 Street Rehabilitation <br />In 1980, the New Brighton City Council adopted a Comprehensive Street Plan for maintaining our aging <br />street and alley system. The plan identifies needed maintenance and repair work to insure good <br />serviceability and preservation of the City’s street and alley investment. The plan is also used to identify <br />older streets and alleys in need of replacement. <br /> <br />The streets in the neighborhood west of Pike Lake have been identified as needing replacement in 2018. <br />The overall scope of the project will include pavement replacement, partial curb and gutter replacement, <br />watermain/hydrant replacement, and storm sewer upgrades to complete the second phase of the <br />Freedom Park Flood Mitigation project that was initiated in 2012. The enclosed map shows the streets <br />that are proposed to be reconstructed. <br /> <br />Hansen Park <br />All dredging operations are now complete, and material left in the open area was left 1‐2 feet high to <br />allow for settlement. Spring /Summer activities will include revegetation of exposed areas, installation of <br />the trails and regrading/seeding of the pile in the open area after it settles. City Staff created a FAQ to <br />address many of the questions/concerns we have had with the project. <br /> <br />One project component that was added during construction was the raising of the footbridge near the <br />neighborhood shelter. It was raised so that the top elevation of the first plank on each side of the bridge <br />sits at 879.0 feet. The middle of the bridge rises above that… <br /> <br />2‐year flood elevation = 878.28 <br />10‐year flood elevation = 878.73 <br />100‐year flood elevation = 880.92 <br /> <br />This makes the bridge passable during a 10‐year storm.
