3 <br />On November 17th, New Brighton squads tried to stop an evasive driver when the vehicle <br />fled from the squads. The vehicle drove a little over a mile before it crashed into a tree. <br />The driver ended up being a 15 year old Mounds View resident and the vehicle was <br />stolen. The juvenile was booked at the Juvenile Detention Center for Fleeing and <br />possession of a stolen vehicle. <br /> <br />On November 22nd, New Brighton squads responded to a 89 year old man who was found <br />on his deck with an apparent self-inflicted gunshot. A handgun was located in his hand. <br />A suicide note found on his bed. He may have been there for up to 48 hours. Detective <br />Voeller responded to investigate. The Ramsey County Medical Examiner responded and <br />picked up the body. <br /> <br />On November 25th, Columbia Heights PD requested assistance for a call of ten people <br />fighting as they had no cars available to respond. The root of the call was two sisters <br />who were arguing/fighting. Squads quelled the situation and two parties were arrested <br />for outstanding warrants. <br /> <br />On November 26th, officers dispatched to a report of twenty people fighting at the New <br />Brighton Community Center. Upon arrival, a 53 year old St. Paul man attempted to flee <br />from officers on foot but was taken into custody. The officers investigated the fight and <br />determined multiple people involved. Information was obtained and the parties were <br />released pending citations. The male who fled on foot was booked at Ramsey County <br />LEC for Flee Police Officer on foot. <br /> <br />On November 27th, Sgt. Singer was advised by a police agency in Virginia they had <br />located one of our stolen vehicles in shipping container that was headed to Africa. The <br />Virginia officer further advised that three other vehicles that were stolen from Minnesota <br />were also located with the New Brighton stolen vehicle. <br /> <br />On November 28th, Public Safety responded to a residence on a malfunctioning furnace <br />that was emitting smoke from the vents. Firefighters shut down the unit and ventilated <br />the house. Fire Marshal Kip LaMotte and Code Enforcement Scott Gigrich also <br />responded to follow-up with the residence based on hoarding-type conditions found <br />inside the house. <br /> <br />On November 29th, New Brighton officers assisted Mounds View PD with locating a <br />male on foot who was wanted for a felony domestic assault and taking him in to custody. <br /> <br />On November 30th, squads responded on a female who had a towel catch fire in her <br />apartment. She brought the burning towel to a sink to put it out. While doing so, she <br />suffered 2nd degree burns on her hands and arms. She was transported to HCMC by <br />Allina. <br /> <br />II. USE OF FORCE BY POLICE OFFICERS <br /> <br />It is the policy of the New Brighton Department of Public Safety that officers exert no <br />more force than is reasonably necessary in the discharge of their licensed duty, and that <br />the use of deadly force is consistent with the law, training and our general orders. <br />
