City of New Brighton
Department of community assets and
development
M E M O R A N D U M
DATE:
TO:
FROM:
SUBJECT:
March 9, 2018
Tony Paetznick, Public Safety Director
Public Safety Commission
Craig Schlichting, Director of Community Assets and Development
Consider Traffic Mitigation Strategies for I‐35W MNPass Project
Recommendation: Formal Council action was not required for implementation, but staff
requested that Council provide input on mitigation strategies. This item is for information only.
Legislative History: City Council Work Session December 12, 2017
Explanation: MnDOT has completed a technical analysis of the expected traffic operations on
the local roadway system during the I‐35W North MnPASS construction project from 2019 to
2022. The analysis identified expected traffic shifts during the construction and evaluated
impacts the diverted traffic may have on the local system. Based on the impacts, potential
mitigations were evaluated to improve safety and mobility during the construction period due
to the diverted traffic.
The proposed mitigations located within New Brighton are included for Council review. For
every mitigation, staff has indicated whether we support installation of the mitigation, and if
supported, the year we would prefer the mitigation to be implemented (2018 or 2019).
MnDOT’s proposed mitigation installation timing is based on the type of mitigation. These
mitigations are temporary and will be removed at the completion of the construction project.
Costs and Funding: MnDOT will pay for the mitigations and there will be no cost to New
Brighton for any of the improvements.
__________________________
Craig G. Schlichting, P.E.
Director of Community Assets and Development
Attachments:
Transportation Management Plan
Mitigation Improvement List
