20 <br /> <br />City Departments <br />Organizational Roles and Responsibilities <br /> <br /> <br />ADMINISTRATION DEPARTMENT <br /> <br />The Administration Department is responsible for executing the policies adopted by the City Council and <br />providing for the general management of the City. The Administration Department is responsible for person- <br />nel, compensation and benefits administration, labor relations, communications, information technology, poli- <br />cy research and implementation. The Administration Department consists of the City Manager, Assistant City <br />Manager, City Clerk, Deputy Clerk, IT staff and an Office Assistant. <br /> <br /> <br />CITY MANAGER <br /> <br />The City Manager is the chief administrative officer of the City and serves under the direction of the City <br />Council. The City Manager advises the City Council in matters of general policy, personnel, budget and proce- <br />dures and is responsible for the daily administration and coordination of all City affairs in accordance with City <br />Code, ordinances, resolutions and Council directives. He/she is also responsible for the financial functions of <br />the City. The City Manager directs all municipal operations as well as coordinating and facilitating all City <br />Council meetings. Additionally, the City Manager is responsible to: <br /> Facilitate effective public relations <br /> Ensure that public services are effectively provided <br /> Ensure all complaints are effectively handled <br /> Direct communication to keep the public informed <br /> Represent the City in local, regional, and state meetings <br /> Function as delegated by the City Council <br /> Provide telephone and in-person assistance to residents and customers <br /> Ensure effective management and utilization of all physical assets <br /> Ensure efficient use and care proper care of all existing assets <br /> Develop and maintain an inventory of all physical assets <br /> Monitor for replacement or upgrading of equipment and other assets <br /> Perform Council administrative work and implement Council decisions <br /> Provide reports, recommendations and advice as appropriate <br /> Evaluate the operations and recommend changes in the organizational structure <br /> Cooperate with other governmental units and municipalities <br /> Draft City ordinances, resolutions, and policies for Council approval <br /> <br /> <br />ASSISTANT CITY MANAGER <br /> <br />The Assistant City Manager reports directly to the City Manager and oversees personnel/human resource func- <br />tions, supervision of the City’s office staff personnel, Information Technology/cable broadcasts and the City’s <br />safety program. Duties are primarily project oriented. <br /> <br />
