City Council Update – Emily Dunsworth, Councilmember <br /> <br />Councilmember Dunsworth stated the Council was discussing the purchase of an additional <br />piece of property around the Korean Church, along with how to redevelopment this site. She <br />noted there was not enough density to support retail. She explained the City had a great <br />turnout at the recently held neighborhood meetings. She indicated the Council was <br />discussing a potential billboard at the Community Center. She provided a brief update on the <br />MnPASS project and the sound walls that would be installed in New Brighton. She noted the <br />MnPASS project would be discussed in further detail at the May 5th Town Hall meeting. She <br />briefly commented on the Inclusivity Community Task Force and noted Mayor Johnson was <br />serving as a liaison to this group. <br /> <br />VII. Business Items <br /> <br />A. Selection of Chair and Vice Chair – Director Paetznick <br /> <br />Director Paetznick requested the Commission select a Chair and Vice Chair to serve for the <br />coming year. <br /> <br />Motion by Boyd, seconded by Malone to appoint Geoff Hollimon Chair of the Public Safety <br />Commission. Motion carried 9-0. <br /> <br />Motion by Hollimon, seconded by Conway to appoint Karen Wagner Vice Chair of the <br />Public Safety Commission. Motion carried 9-0. <br /> <br />B. Highview Middle School Parking Lot Reconstruction – Director Paetznick <br /> <br />Director Paetznick commented the Mounds View Public School District passed a bond <br />referendum in November of 2017 for various projects that involve remodeling, school <br />additions, and site improvements on most of the District’s properties. These projects will be <br />initiated and subsequently constructed in the next few years. The work to occur at Highview <br />Middle School is proposed to commence during the summer of 2018 and involves site <br />improvements to the parking lots and drive lanes. A smaller remodeling project inside the <br />school is proposed to occur at a later date and is not included within this application. <br /> <br />Director Paetznick stated currently, Highview Middle School experiences a large amount of <br />traffic congestion during the morning drop-off and afternoon pick-up hours. The existing site <br />layout for the school bus drive lanes and passenger vehicle drop-off/pick-up loop does not <br />provide an efficient and safe means for transporting students to and from school. At times, a <br />fair amount of vehicles are backed-up into 7th Street causing congestion on the city road. The <br />proposed site improvements to Highview will include the separation of the bus traffic from <br />the passenger vehicle traffic, therefore improving the traffic flow and providing a safer <br />environment for students. Additionally, the passenger drop-off/pick-up loop is being <br />expanded in attempt to minimize the amount of cars that back-up on 7th Street. He provided <br />further comment on how the Public Safety Department would be working with the school to <br />improve pedestrian safety with additional crosswalks. <br /> <br />Discussion included:
