Improper Influence - Commission members shall refrain from using their position to improperly <br />influence the deliberations or decision of city council, city staff, boards, commission or committees. <br />9. Positive Work Environment - Commission members shall support a positive, efficient and effective <br />environment for residents, businesses and city employees. <br /> <br />COMMUNICATION <br /> <br />1. Sharing of Information - It is the responsibility of commission members to publicly share infor- <br />mation with all other commission members that serve on their respective commission that they have <br />received from sources outside of the public decision-making process which pertains to a topic under <br />consideration. Whenever possible, new information or data obtained by commission members, per- <br />tinent to a topic being discussed, will be distributed through the staff liaison or city manager to the <br />other commission members. Upon reviewing the new information, the commission may adopt a <br />motion to postpone further consideration of the information until all members have had time to re- <br />view and interpret this new information. <br />2. Focused Discussions - Commission members shall work to keep discussions and debates focused <br />on the item under discussion without introducing extraneous or irrelevant information. <br />3. Request for Information - All commission members shall receive the same information at the same <br />time when deemed for distribution by staff. <br />4. Confidential Information - Commission members shall respect and preserve the confidentiality of <br />non-public, protected non-public, private, and confidential information provided to them concern- <br />ing matters of the city. They shall neither disclose confidential information without proper legal au- <br />thorization nor use such information to advance their personal, financial or private interests. <br />5. Notice of Attendance - If any commission member has knowledge or reason to believe that there <br />will be a large or emotional attendance at an upcoming commission meeting, they have an obliga- <br />tion to inform the staff liaison as soon as they become aware of the potential situation. <br /> <br />IMPLEMENTATION <br /> <br />1. Orientation -The New Brighton Commission Member Expectations shall be included in the regular <br />orientations for new commission members and reviewed in full by the commission in January of <br />each year. <br />2. Compliance and Enforcement - Commission members themselves have the primary responsibility <br />to assure that the New Brighton Commission Member Expectations are understood and followed <br />and that the public can continue to have full confidence in the integrity of the City of New Bright- <br />on. <br /> <br />1. If a commissioner engages in inappropriate behavior it is the responsibility of the city council to <br />police its commission members. When inappropriate behaviors are observed, the commission <br />chair or any member of the council shall intervene. <br /> <br />1. If inappropriate behavior is observed by a commission member, the city council will discuss the <br />behavior at a council work session. By direction of the council, it will be determined whether: <br />a. A letter is sent to the offending commission member from the Mayor stating that they have <br />been found operating outside the established New Brighton Commission Member Expecta- <br />tions, requesting them to correct the behavior identified as inappropriate; or <br />b. The commission member is formally sanctioned by resolution at a council meeting. <br />c. The commission member is formally removed from the commission by the City Council.
