12 <br />VIII. HOMELAND SECURITY AND EMERGENCY MANAGEMENT <br /> <br />This section will review ongoing activities for homeland security and emergency <br />management. This includes the activities of the New Brighton Community Emergency <br />Response Teams (CERT). <br /> <br />IX. TRAINING <br /> <br />This section will review the training activities of our Public Safety personnel for the <br />month. <br /> <br />On Friday, July 13th, Director Paetznick attended a meeting facilitated by the Ramsey <br />County Children’s Mental Health Collaborative (RCCMHC) to discuss funding that the <br />organization allocated for training SROs beyond just standard crisis intervention skills <br />and instead focuses on adolescent brain development. RCCMHC has identified <br />Strategies for Youth and their 3-day “Policing the Teen Brains in Schools” curriculum for <br />this training opportunity. <br /> <br />On July 16th, Public Safety conducted a live fire training exercise in the residential <br />building on the City-owned Mateffy Engineering site at 629 Old Highway 8 NW. <br /> <br />During the month of July, licensed peace officers participated in their annual <br />qualification shoot at the indoor range at the Public Safety Center that was conducted by <br />Firearms Instructor Sgt. Burt Emerson. In addition, the agency hosted its annual Law <br />Enforcement Officers Safety Act (LEOSA) training, a federal law that allows department <br />retirees to carry a concealed firearm in any jurisdiction in the United States, regardless of <br />state or local laws, with certain exceptions. Several New Brighton retirees attended. <br /> <br />Sgt. Sypniewski attended “Active Attack Integrated Response Course” training. <br /> <br />Officer Wodnick attended PIT school at St. Cloud driving school. <br /> <br />X. OTHER ADMINISTRATIVE <br /> <br />This section will review the ongoing administrative issues and meetings during the <br />month. This includes meetings, policy issues, ordinance changes, and personnel issues. <br />And, this also includes meetings of a county wide, regional, and/or statewide basis on <br />public safety related issues. <br /> <br />Office Supervisor Julie Forbord has been busy creating and delivering training materials <br />for our agency’s transition to the National Incident-Based Reporting System (NIBRS) <br />which is an incident-based reporting system used by law enforcement agencies in the <br />United States for collecting and reporting data on crimes. Locally, New Brighton <br />generates NIBRS data from our Zuercher police records management systems. This <br />federally-mandated change will improve the accuracy and timeliness of our nation’s <br />crime statistics, help identify crime patterns and trends, and aid in crime prevention. <br />
