13
Public Safety received a check in the amount of $1,734.64 from Ramsey County for our
agency’s share of criminal forfeiture money related to an October 2017 case that resulted
in the seizure of 100 pounds of methamphetamine that was handled by New Brighton’s
Investigator assigned to the Violent Crime Enforcement Team (VCET).

Public Safety continues to send a majority of its patrol officers to the 40-hour CIT course.
In addition to the $700 course registration fee, it costs our agency 40 hours of personnel
time (about $2,800, with benefits) and potentially 40 hours of overtime to back-fill the
attendee’s patrol shifts (nearly $3,000), for a total price tag of $6,500 to send just one
officer. The course is not mandatory but officers renewing their licenses must have 16
hours of continuing education in the three topic areas of crisis intervention & mental
illness crises; conflict management & mediation; and recognizing & valuing diversity and
cultural differences. Channel 5 news recently aired this story about the training:
http://kstp.com/news/new-state-law-requires-all-officers-undergo-crisis-intervention-
training-mental-health/4991356/?cat=1

On July 24th, Officer Farmer and Officer Pyka were interviewed on CTV’s “Public Safety
Spotlight” about the field training process.

Public Safety assisted with the funeral for Officer Gromm on Thursday, July 26th that
occurred at North Heights Lutheran Church in Arden Hills. New Brighton also assisted
with the procession to the burial site at Roselawn Cemetery in Roseville. Specifically,
the Lake Johanna Fire Department requested a Fire Engine to assist with staging/traffic
control at the church. Roseville Police requested the assistance of our Police Reserves to
assist with traffic control along the procession, and the Ramsey County Sheriff’s Office
asked our VIPS/CERT members to assist with parking direction for the many attendees at
the visitation on Wednesday.

On Thursday, July 26th, Director Paetznick met with representatives of Bethel University
to learn about their institution’s launch of a criminal justice degree program.

On July 27th, Deputy Director Hamdorf met with 9 professionals from Syria as part of
the U.S. State Department International Visitor Leadership Program. The Syrians were
in Minnesota to learn about preparedness and disaster response. In addition to last
September’s response to Hurricane Irma, the MNAHIMT responded to flooding in
Southwest Minnesota and was asked to respond to Hawaii to assist with the ongoing
volcanic eruption. Public Safety has four people assigned to the MN-AHIMT.

XI. RECOGNITION, NEWS AND INFORMATION

This section will include “good news” information about our public safety personnel.
This will include formal and informal recognition of the department and/or its personnel
on or off duty.

Public Safety received a lengthy data request from a production company called in
Knoxville, Tennessee that makes true-crime, documentary style TV shows. They are
currently working on a series titled “Vengeance” for CNN/HLN and Sky News, and one
of the criminal cases they will be featuring is the murder investigation of Todd Stevens in
