<br /> <br />1 <br /> <br />PLANNING COMMISSION PROCEEDINGS <br /> <br />Regular Meeting – December 19, 2017 7:00 p.m. <br /> <br />Present: Chairperson Erin Nichols-Matkaiti, Commissioners Steve Danger, Nasreen Fynewever, Ben Jones, <br />Dania Miwa, and Melissa Murphy <br /> <br />Absent: Commissioner Jeanne Frischman <br /> <br />Also Present: Janice Gundlach- Assistant Director of Community Assets & Development/Planning Director, <br />and Brian Strub-Councilmember <br /> <br />Agenda Review: There were no changes to the agenda. <br /> <br />Minutes from November 21, 2017: <br /> <br />Motion by Commissioner Jones, seconded by Commissioner Murphy, to approve the November 21, 2017 <br />meeting minutes as presented. <br /> <br />Approved 6-0. <br /> <br />Council Action: Councilmember Strub reported this was his last meeting serving as the Council liaison. He <br />explained the Council met last Tuesday and passed a balanced budget and tax levy for 2018. In addition, the <br />Council approved even-year elections on a 4-1 vote. He wished everyone a Merry Christmas and Happy New <br />Year. <br /> <br />Public Hearing: <br />(A) Kevin Shay of Landform, acting on behalf of Vicky Stadther of McDonald’s USA, LLC requests <br />a Special Use Permit to allow for site improvements affecting the drive-thru facility at 1168 <br />Silver Lake Road NW. <br /> <br />Planning Director Janice Gundlach reported the applicant is requesting a Special Use Permit to allow <br />improvements to the drive-thru facility at the McDonald’s located at 1168 Silver Lake Road. Zoning Code <br />Section 11-020(10) requires “commercial uses containing drive-in or drive-up facilities” to obtain a Special Use <br />Permit. The Special Use Permit requirement was enacted in 2008, with the drive-thru that currently exists pre- <br />dating the current standards. In order to make improvements, the applicant has been advised a Special Use <br />Permit must now be obtained. While the special use is only required for the drive-thru improvements, the plans <br />submitted illustrate other improvements to the site including façade updates, ADA improvements, and new <br />and/or replaced signage. This report will only address to special use standards for the drive-thru as none of the <br />other improvements require a land use approval. However, a building permit will be required and minimum <br />building code standards will be met with all the improvements. Staff recommends approval as submitted, and <br />subject to incorporation of a sidewalk connection diagonally from the pedestrian ramp at the southwest corner <br />of Innsbruck Drive and Silver Lake Road, southwest to the applicant’s parking lot. <br /> <br />Commissioner Danger asked if the new sidewalk would pose a hazard to pedestrians within the parking lot. <br />Planning Director Gundlach did not believe this would be a concern.
