4) Character of the locality <br />Similar to the discussion summarized in Item #1, the character of the existing site imposes many <br />constraints on the school bus and passenger car traffic circulation improvement project. For <br />instance, the school building is about 200 feet from 7th Avenue and the positioning of the <br />existing athletic track does not allow for very much flexibility for the large number of buses and <br />vehicles to park and maneuver. To our knowledge, Highview was initially constructed <br />somewhere around the 1960s and was placed relatively close to the roadway, in today’s <br />standards. <br /> <br />The parking lot as it exists today currently meets the setback requirements. Generally speaking, <br />the proposed new layout and footprint for the site does not vary too much from the existing. <br />However, the new layout is adding 19 passenger car parking stalls and 2 bus parking stalls. As <br />previously mentioned, the additional bus stalls are to accommodate the School District’s <br />anticipated increase in bus trips. The additional passenger car stalls being proposed are to <br />accommodate the many events that occur at Highview throughout the year that generate a lot <br />of traffic. The added stalls will help relieve the parking congestion that currently occurs on the <br />City’s adjacent street system. <br /> <br />5) Consistency with Comprehensive Plan <br />Since there will not be any modifications to the use of the school facility, but just improvements <br />to the traffic circulation and offering an improved safety condition for students, the consistency <br />with the comprehensive plan is being maintained. Even though additional landscape features <br />(ie: new trees) are not required by the City’s code for this project, the School District is adding <br />a total of 4 trees on the property – to be specifically placed in the area of the setback variance <br />for added screening from the neighboring properties.
