interoffice
MEMORANDUM

to: Janice Gundlach, Assistant Director of Community Assets and Development/City Planner
from: Craig Schlichting, Director of Community Assets and Development
subject: Highview Middle School
date: May 11, 2018

The Engineering Department has reviewed the site plan and preliminary grading & utility plans for
Highview Middle School and we offer the following comments:

Streets-Parking Lot

1. A traffic study is currently being completed, but preliminary results suggest the proposed layout and
access points are consistent with forthcoming recommendations from the traffic engineer.

2. Include additional proposed spot elevations along the curb line of the “bump out”, and at all pedestrian
ramps (handicap routes to insure ADA compliance). Will bus drop off area include ramps, if trying to
use existing ramps then spot elevations must be verified.

3. Do you have details of the existing storm sewer storage chamber, please provide.

4. It has been suggested that changes may include a revised dumpster/trash location to 23rd Avenue,
please clarify.

5. The buses are parked in a way that could limit safety vehicle access to the hydrant. A clear zone shall
be striped wide enough to permit fire apparatus access to hydrant.

Storm Sewer-Grading

1. All storm sewer utilities within the site are to be considered private and are the responsibility of the
property owners for construction and maintenance.

2. A permit will be required from the Rice Creek Watershed District.

3. Include EOF locations and elevations for the infiltration basins on the plans. Specifically 958 contour
must be included around east basin and asbuilt grades provided to City to insure stormwater does
not overflow to 7th Street.

4. Drainage Area E should not include west infiltration basin, as the parking area drains to 7th Street.
