<br /> <br />4 <br /> <br />moved his existing operation to 565 1st Street SW from the neighboring property at 587 1st Street SW. <br />The applicant secured land use approvals in 2016 for construction of a small office building but <br />neglected to request the Special Use Permit for trailer sales for the new property. During the course of <br />updating his paperwork with the State, it was discovered a new Special Use Permit would be necessary <br />for the new property in order for the City to legally execute the State Zoning Compliance form. Staff <br />recommends approval of the Special Use Permit, subject to the following conditions: <br /> <br />1. The trailers sales are conducted consistent with the representations made within the Planning <br />Report dated May 15, 2018. <br />2. The applicant submits a Site Plan depicting the for-sale trailer storage location on the <br />property. <br />3. The applicant is limited to one to five trailers for-sale to be kept on the property at any given <br />time. <br />4. No damaged, inoperable, unlicensed, or salvaged trailers may be kept on the property. <br /> <br />Discussion included: <br />• The Commission asked how the City would know which trailers were for sale. Staff noted the <br />location of the five trailers for sale would have to be noted on the site plan. <br />• The Commission questioned if the area where the trailers would be placed should be striped. <br />Staff commented they did not believe this would be necessary as the trailers could not be moved <br />in and out without another vehicle. <br /> <br />Mary Secor, representative for the applicant, thanked the Commission for their consideration and <br />discussed the area where the used trailers would be parked on the site. <br /> <br />Commissioner Fynewever requested the Commission remain consistent and draft a condition that would <br />not allow for the applicant to advertise the trailer sales with street signs, streamers or balloons. Planning <br />Director Gundlach stated she could draft a condition to this effect. <br /> <br /> <br />Motion by Commissioner Frischman, seconded by Commissioner Murphy to close the Public <br />Hearing. <br /> <br />Approved 7-0. <br /> <br /> <br />Motion by Commissioner Fynewever, seconded by Commissioner Murphy, to approve staff <br />recommendation as revised. <br /> <br />Approved 7-0. <br /> <br />(B) Global Academy and United Theological Seminary request a Preliminary and Final Plat and <br />Special Use Permit in order to subdivide the parcel at 3000 5th Street NW into two lots on one <br />block, to permit operation of a 480-student Pre-Kindergarten thru eighth grade school throughout <br />all the existing buildings, to remove the chapel at the southwest corner of the building and <br />replace with a newly constructed half-size gymnasium measuring 92’ x 57’, and preservation of <br />the existing student dormitory. <br />
