Public Hearing <br />(A) COMPREHENSIVE PLAN: Final review and Public Hearing for the 2040 City of New Brighton <br />Comprehensive Plan. <br />City Planner Gozola stated that Laura Chamberlain, a representative from the City’s consultant HKGi, <br />was present to review the Comprehensive Plan with the Commission. <br />Laura Chamberlain, HKGi, reviewed the City of New Brighton’s 2040 Comprehensive Plan in detail with <br />the Commission. She discussed where the City started from and how the Comprehensive Plan has <br />evolved over the past year. She commented on the community engagement that occurred, the <br />visioning goals that were created drafted for New Brighton and described the City’s next steps. She <br />reported a Comprehensive Plan was used to guide physical and socio-economic change in the City from <br />a broad scope, while also meeting regional growth policies. She reviewed the changes that were made <br />to the Comprehensive Plan compared to the 2030 plan. She commended the City on their efforts <br />within this document and requested the Planning Commission hold a Public Hearing. <br />Acting Chair McQuillan opened the Public Hearing at 7:26 p.m. <br />City Planner Gozola noted for the record the Commission had received a letter from All Parks Alliance <br />for Change. Further discussion ensued regarding this group noting they were advocating for <br />manufactured home parks. It was noted this group was seeking stronger language within the <br />Comprehensive Plan to protect manufactured home parks. <br />Hearing no further comments from the public, Acting Chair McQuillan closed the public hearing at <br />7:27 p.m. <br />Acting Chair McQuillan stated he would like to see the City address the lighting of its streets, <br />particularly those south of I-694. <br />Commissioner Frischman asked how Chapter 5 within the Comprehensive Plan differed from the Park <br />Master Plan that was being completed. Ms. Chamberlain stated Chapter 5 of the Comprehensive Plan <br />was at a much higher level than the Parks and Trail Master Plan. <br />Motion by Commissioner Murphy, seconded by Commissioner Frush, to recommend the City Council <br />approve the City of New Brighton’s draft 2040 Comprehensive Plan. <br />Approved 5-0. <br />(B) ZONING UPDATE: An Ordinance to amend Chapter 2, Article 1; and/or Chapter 8, Article 2; to <br />update the definition of “variance” and associated variance provisions to be in compliance with <br />current State Statutes. <br />City Planner Gozola reported as time allows, staff will be bringing forward various updates to the City’s <br />zoning code. It was noted around 2010, a combination of legal decisions and actions by the State <br />Legislature required that all communities within the State of Minnesota update its process to issue <br />variances to zoning provisions. While the City of New Brighton did update its ordinance at the time, it <br />neglected to amend the definition of “variance” within zoning which still references the old “hardship” <br />rules that were in place prior to 2010.
