Consideration of IT Department Staffing Changes. <br />Motion by Councilmember Allen, seconded by Councilmember Jacobsen to approve the new <br />organizational chart for the Administration Department and the associated job <br />descriptions. <br />City Manager Lotter reported Assistant City Manager Massopust would be presenting this item to the <br />Council. <br />Assistant City Manager Massopust reported in 2017 Open Systems Technologies (OST) conducted <br />an infrastructure assessment of the City's IT network and systems. The report found that our <br />system was secure and effective in providing a sound platform for the technology resources <br />needed by our staff. However, it noted that we needed additional staff in our IT Department. <br />After the initial infrastructure assessment, we used OST again to conduct a study on how we <br />could best staff our IT Department to use our resources most effectively and efficiently. The <br />study consisted of multiple interviews with all Directors, interviews with current IT staff and a <br />review of our help -desk ticketing system. The findings and recommendations from that study <br />formed the basis for the proposed staffing structure. Consistent themes from the study were <br />that IT does a good job, but additional staff could assist in communication, strategic <br />consultation and project management. The proposed changes to the organization address these <br />gaps in service that were identified. Each position within the new structure was detailed for the <br />Council along with the draft job descriptions. The proposed IT budget and fund balance was <br />reviewed further with the Council. <br />City Manager Lotter explained the overall goal of the new structure is to ensure that <br />employees' technology needs are being met in an efficient and effective manner, that IT is a <br />stakeholder in all discussions across the organization, and that we are effectively prepared for <br />the future of technology as a City. <br />Councilmember Jacobsen questioned what the grade level was for the two existing positions. <br />Assistant City Manager Massopust reported the IT Technician I was Grade 7 and the IT Administrator was <br />Grade 10. <br />Councilmember Jacobsen stated he fully SuPpoltcd the proposed changes to the IT Department and believed <br />the recommendations were visionary. He commented on how the IT department was changed over the past <br />20 years and stated he appreciated how staff had looked at this dcp anew holistically. <br />Councilmember Allen commended Assistant City Manager Massopust and City Manager Lotter for their <br />efforts. He stated he understood the City's IT Department was a pressing matter. He commented on how the <br />City would benefit by having all of its technology integrated. He thanked staff forproviding the Council with <br />a great proposal for the IT Department. <br />Mayor Johnson read a list of items the IT Department was responsible for on a daily basis such as the water <br />system, HVAC, utility billing, police car computers, body cameras, iPads, the City's website, phone system, <br />City Hall computers, etc. She stated these items were crucial in nature and kept the City functioning properly. <br />She appreciated the dedicated service of the IT Department and could not believe two people were able to <br />complete all of these tasks on behalf of the City.
