Councilmember Jacobsen asked if this project would be one TIF district. Mr. Aarsvold stated this would be <br />the case, noting all parcels would be combined into a redevelopment TIF district. <br />Councilmember Allen commented on the hybrid approach and noted he was pleased the two developers were <br />well known in the community. He stated he was encouraged by the work the City has done on this <br />redevelopment project to date as this site would provide new housing types for New Brighton residents. <br />Mayor Johnson indicated it was important for the Council to consider how to provide housing for New <br />Brighton residents to be able to age in place within the community. <br />Councilmember Jacobsen questioned if the City would pursue a joint Purchase Agreement with the developers. <br />Gundlach anticipated two separate agreements would be pursued, one for Pulte and one for Dominium. She <br />explained it would be important to note both parties would have to understand this was a planned unit <br />development. Lotter stated once the legal terms have been laid out, the other terms could be addressed. <br />Mayor Johnson asked what other developments Dominium had completed in the community. Gundlach <br />discussed several developments Dominium had completed in the community. <br />Councilmember Dunsworth stated she was very pleased by the proposed project, especially with the fact that it <br />could be paid off in eight years. <br />Councilmember Allen commented he would like to understand more about the proposed affordable units and <br />what level they would be of the AMI. <br />Councilmember Dunsworth indicated she would like more information on the townhomes and how they would <br />fit next to the proposed rental. Gundlach explained Pulte was fully aware of the development Dominium was <br />proposing and this has not deterred their interest. She reported Dominium's developments were very high <br />quality. Mr. Aarsvold commented further on the potential AMI rates that have been used for other <br />developments. <br />Mayor Johnson encouraged Councilmember Allen to speak on behalf of the City Council and their goals, and <br />not just himself when addressing the EDC. <br />Councilmember Allen stated he was very clear when speaking to the EDC, he prefaced he was offering his <br />opinion and was not speaking on behalf of the Council. <br />Further discussion ensued regarding affordability ranges. <br />Councilmember Dunsworth indicated she was in favor of allowing New Brighton residents to have first crack <br />at the senior housing. <br />Mayor Johnson commented she knew the Council had discussed this, but had not made a final decision. <br />Councilmember Dunsworth stated she would prefer to look at New Brighton's needs with respect to affordable <br />and senior housing. <br />Lotter asked if the Council supported pursuing the hybrid concept or would the Council like to pursue another <br />option. He reported this was a relatively small in fill site and not all of the City's goals could be met through <br />this single redevelopment project. He commented future development projects could be pursued by the <br />Council with these developers in order to achieve all of the City's goals. <br />
