Mayor Johnson stated the City was fortunate that Massopust was willing to step in and help this fall. However,
she explained the City may have to consider hiring another clerical person to assist with future elections.
Councilmember Burg thanked staff for working so diligently to keep up with the State and Federal election
requirements as they change on a yearly basis.
Mayor Johnson asked how many election judges assisted the City with the primary election. Spangrud
estimated the City around 100 people serving as judges during the primary election.
Councilmember Johnson asked how the ballot questioned was worded. Spangrud explained State Statutes
were very specific as to what voters were or were not able to vote on. She reported the ballot question was
crafted by attorneys and comply with State Statutes. Lotter advised the language was unsettlingly and
deliberately vague. He indicated the public would have to be educated prior to going to the polls in order to
understand the ballot question.
Councilmember Allen inquired what would best way for the Council to educate the public on the ballot
question. Lotter stated the Council could coordinate with residents in order to get out the message. He reported
an article could be written for the next City newsletter. He provided further comment on the facts that could be
included in this article and what it would mean if the Ordinance was or was not repealed. He stated the safest
way to approach this issue was a grassroots method with Councilmembers going door to door.
Councilmember Burg indicated this would be a very confusing issue for the public.
Councilmember Allen thanked staff for working on this issue so professionally.
Mayor Johnson agreed Lotter and City staff was working diligently on behalf of the entire community. She
stated she looked forward to getting out and educating the public on the ballot question.
Councilmember Jacobsen requested an update on Hanson Park. Lotter provided the Council with an update on
Hanson Park and reported staff would be drafting a letter that would be sent to the entire community regarding
the progress being made at this park.
Worksession adjourned at 6:28 pm
Respectfully submitted,
Terri Spangrud
City Clerk
