Truth in Taxation <br />1. Truth in Taxation Hearing. Hearing, <br />City Manager Lotter indicated Finance Director Davitt would be presenting this item to the Council. <br />Finance Director Davitt stated the 2019 General Fund Budget receives 56% of its total revenues from <br />property taxes. It was noted the City Council approved a preliminary 2019 tax levy of $9,513,110 on <br />September i ith. This ivpresents an additional investment of $851,940 from the levy payable in 2018. The <br />preliminary 2019 tax levy was certified to Ramsey County and used in their calculations for their- parcel <br />specific notices mailed to each property owner. The purpose and objectives ofthe 2019 budget were <br />reviewed. The proposed 2019-2028 CIF was reviewed with the Council. She described how property taxes <br />are calculated along with how the median value homeowner would be impacted by the proposed 9.84% levy <br />increase. She reviewed how the New Brighton levy compared to neighboring cities. She presented the <br />Council with a brief video on the City services provided to residents that are paid for by property taxes. <br />Community engagement efforts planned for the coming year were discussed with the Council. Staff' <br />provided further comment on the proposed budget and tax levy and requested the Council hold a Truth in <br />Taxation Hearing. <br />Motion by Councilmember Allen, seconded by Councilmember Jacobsen to open the <br />Public Hearing. <br />
