<br /> <br />The proposal is in conformance with the comprehensive plan and the <br />variance does not appear to be detrimental to the adjacent property or <br />to the public as a whole. <br />On December 20, 2005, the Planning Commission held a public hearing <br />and all present were given a chance to be heard. <br />O. The Planning Commission recommended on a 4-1 vote approval of the <br />front yard and side street setback variance and site plan to the City <br />Council. <br />1.
