<br />- olIi.l!" - <br /> <br />J" <br /> <br />!. <br /> <br />RESOLUTION NO.9 5 - 054 <br /> <br />STATE QF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br /> <br />RESOLUTION MAKING FINDINGS OF FACT AND APPROVING SP.I87 . <br /> <br />WHEREAS, an application for a special use permit has been made by Salem Baptist Church to <br />allow the construction of a 560 sq. ft. addition onto an existing church youth house. <br /> <br />WHEREAS, the procedural history of the application is as follows: <br /> <br />1. An application for a special use permit was filed with the City of New Brighton on June <br />2, 1995. <br />2. The Planning Commission, pursuant to published and mailed notices, held a public <br />hearing on June 20, 1995, and all persons present at the hearing were given an <br />opportunity to be heard. <br />3. The City Council considered SP-187 on June 27, 1995. <br /> <br />Now THEREFORE BE IT RESOLVED, the City Council makes the following Findings of Fact in <br />respect to SP-187: <br /> <br /> 1. <br /> 2. <br /> 3. <br /> 4. <br /> 5. <br /> 6. <br /> 7. <br /> 8. <br />i ~ <br />i 9. <br /> 10. <br /> II. <br /> 12. <br /> 13. <br />;' <br /> 14. <br /> IS. <br /> 16. <br /> 17. <br /> <br />The subject site is zoned R-I, Single family Residential. <br />The applicant is proposing to construct a 560 sq. ft. addition onto a church youth house. <br />Churches and similar uses are a special use in the R-I district. <br />The church youth house borders a residential home to the east. <br />The proposed addition would have no windows or doors along the east property line. <br />No complaints have been received by the applicant or the City regarding the use ofthe <br />youth house. <br />Grades 6 through 12 meet in the youth house for Sunday morning education courses. <br />The youth house hosts the church's Wednesday evening programs for the church's <br />middle school teens. <br />The youth house accommodates the church's senior high teens for Sunday evening <br />classes from 7 p.m. to 9 p.m. <br />The youth house provides for relational ministries of counseling and discipleship. <br />On special occasions the youth house would provide meeting space for adults who are <br />planning church events. <br />The youth house may be identified by a single wall sign not to exceed 20 square feet in <br />area. <br />The youth house will not create noise problems for the neighborhood and parking would <br />be provided for on the adjacent church parking lots; there will be no outside vehicular <br />parking on the classroom site. <br />The structure will maintain its residential exterior character and from an exterior <br />appearance be compatible with surrounding residential structures. <br />The grounds will be maintained and have a residential appearance. <br />The establishment, maintenance, or operations ofthe special use will not be detrimental <br />to or endanger the public health, safety, morales, or comfort ofthe general public. <br />The special use will not be injurious to the use and enjoyment of other property in the <br /> <br />1;\COMMDEVlCDICCREsIERNY\506-187RWPD <br /> <br />Page I of2 <br />
